DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for the supervision of the monitoring of contracts for service, and of services delivered directly by the agency.  The incumbent is responsible for assisting in the planning and establishment of countywide programs and services designed to meet the needs of senior citizens.  The duties of the position include the interpretation of federal, state and local legislation affecting the elderly, and the preparation of grant applications and budgets as required by state and federal law.  Work is performed under general supervision, and is reviewed through conferences and the submission of required reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Assists in the planning and establishment of countywide programs and services to meet the needs of senior citizens;

            Supervises and works on the preparation of the annual budget;

            Prepares grant applications, budgets and reports as required by state and federal law;

            Supervises a staff responsible for the monitoring of contracts for service, and of services delivered directly by the agency;

            Assists in the interpretation of Federal, State and Local legislation affecting the elderly.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the social, economic, physical and psychological problems concerning senior citizens; thorough knowledge of modern developments in geriatrics and gerontology; thorough knowledge of the programs and services as provided by the Older Americans Act (federal) and the Community Services for the Elderly Program (state); thorough knowledge of previous and current legislation; good knowledge of federal, state and local funding sources and requirements; good knowledge of public and private agencies and other resources; good knowledge of public administration; good judgment, tact and courtesy; ability to establish and maintain good working relationships with state and local officials, public and private agencies, subordinate and supervisory staff, general public and senior citizen groups; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor’s Degree, and four (4) years of administrative experience in the planning, coordination and administration of programs for the elderly.

 

NOTE:  Additional education in public administration or a related field will be substituted for experience on a year-for-year basis up to a maximum of two (2) years.

 

            PROMOTIONAL

            Two (2) years of permanent competitive status as an Assistant Senior Citizen Program Coordinator.
