DISTINGUISHING
FEATURES OF THE CLASS
An employee in this class is responsible for developing and directing the programs that serve Senior Citizens within a town or village. Work in this class differs from a Senior Citizens Program Supervisor in that the incumbent is responsible for heading an entire Senior Citizens division, whereas the Senior Citizens Supervisor is responsible for one (1) program or one (1) area of Senior Citizen activities. Duties are administrative in nature, and include budget preparation, personnel, grant proposals and the establishment of contracts with public and private agencies. Supervision is exercised over a professional, specialist and clerical staff and is received through conferences with an administrative supervisor. Does related work as required.
TYPICAL WORK
ACTIVITIES
Plans and establishes the programs
within a town or village to meet the needs of Senior Citizens;
Coordinates the work of professional
and specialist staff members which is designed to educate Senior Citizens in
the areas of health, nutrition, consumer affairs and legislation which affects
the aged;
Initiates grant proposals and
contracts with public and private agencies for the benefit of Senior Citizen activities
and programs;
Submits budgetary proposals to the
local jurisdiction and is responsible for the administration of the overall
budget;
Plans and coordinates the activities
of a staff in the areas of social services, counseling, special events, nutrition
and recreation;
Develops programs of public
information about the problems of the aged;
Delivers lectures and displays of
materials to interested groups of Senior Citizens and other community
residents;
Promotes and develops close working relationships
with agencies and organizations which serve the needs of Senior Citizens.

PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Thorough
knowledge of the social, economic, physical and psychological problems
concerning Senior Citizens; thorough knowledge of modern developments in
geriatrics and gerontology; good knowledge of Senior Citizens activities,
programs and interests; knowledge of federal, state and local laws which affect
the aged; knowledge of sources of funds, public and private agencies and other
resources which are available to Senior Citizens; ability to plan and establish
an overall program to meet the varied needs of Senior Citizens; ability to
establish and maintain good working relationships with state and local
officials, public and private agencies, clerical and professional personnel and
Senior Citizen's groups; ability to express oneself clearly and concisely, both
orally and in writing; physical condition commensurate with the demands of the
position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Either:
(a) Graduation from a New York State
or Regionally accredited college or university with a Bachelor's Degree in
Gerontology or a related field, and three (3) years of experience working with
programs for the aged; or in the delivery of health, social, educational or
community services; or in the field of counseling; or,
(b) Graduation from a standard senior
high school or possession of a high school equivalency diploma and seven (7)
years of experience in working with programs for the aged; or in the delivery
of health, social, educational or community services; or in the field of
counseling; or,
(c)
An equivalent combination of education and experience as defined by the
limits of (a) and (b).
PROMOTIONAL
One (1) year permanent competitive
status as a Senior Citizens Program Supervisor.
