DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for performing entry-level professional work within an assigned unit of the Suffolk County Department of Labor, Licensing and Consumer Affairs.  The incumbent initially works under the close supervision of a Labor Specialist or higher level professional but is expected to perform with greater independence on routine matters as experience is gained. Duties include advising participants on employment and training, fieldwork programs, employment practices, business etiquette and available vocational training opportunities to aid them in gaining employment. The incumbent may assist Labor Specialists in supervising, monitoring and evaluating fieldwork activities of a crew of participants engaged in carrying out assignments at various sites within the County. Supervision is received from Labor Specialists or higher-level staff who review work through conferences and periodic inspections of activities. After one (1) year of continuous service as a permanent Labor Specialist Trainee, the employee in this class achieves perma­nent competitive status as a Labor Specialist I without further examination. Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Advises participants in employment and training, seasonal or fieldwork programs; recommends the proper modes of dress, grooming and manners required in the workplace;

            Identifies barriers to employment and offers recommendations to remove them;

            Advises participants of available literature and sources of information concerning business, construction trades and vocational schools;

            Assists Labor Specialists in the development of employability plans;

            May set up and supervise the daily assignments of participants and drive participants to and from work or training sites;

            Attends conferences with departmental staff members to discuss program activities and to evaluate and recommend program changes or improvements;      

            Prepares and submits required forms and reports.

 

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS Knowledge of the principles, practices, methods and equipment used in office work, mechanical and construction trades; good knowledge of business, vocational and trade school employability and training or fieldwork programs; working knowledge of federal employment and training program concepts, ability to communicate effectively with program participants in a manner conducive to full performance and high morale; ability to maintain records and prepare forms and reports; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            a) Graduation from a college with federally authorized accreditation or registration by NY State with a Bachelor's Degree; or,

            b) Graduation from a standard senior high school or possession of a high school equivalency diploma recognized by the New York State Education Department, and four (4) years of experience in personnel selection or placement, vocational or mental health counseling, business or public administration, or fieldwork supervision; or,

            c) An equivalent combination of education and experience as defined by the limits of a) and b).

 

NECESSARY SPECIAL REQUIREMENT

At the time of appointment and during employment in this title, candidates must possess a valid New York State driver’s license.
