DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for performing professional work within an assigned area of one or more of the employment and training, or fieldwork programs of the Suffolk County Department of Labor, Licensing and Consumer Affairs. Duties include interviewing, assessing, and counseling clients in accordance with program requirements and goals. The incumbent is expected to perform with some independence on routine matters, but refers more complex problems to the assigned supervisors.  Work is reviewed by a higher level Labor Specialist through conferences and reports of work completed. Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Assists applicants in analyzing and evaluating their aptitudes, interests, experience and training in terms of available positions;

            Develops employability plans, identifies barriers to employment and recommends actions required to remove them;

            May supervise the activities of participants of employment and training, or fieldwork programs throughout Suffolk County to ensure that participants and work site supervisors are aware of the principles, objectives and operating procedures of the programs;

            May assist higher-level Labor Specialists with the training and procedural instruction of Labor Specialist Trainees and work crews;

            Initiates and maintains contact with participants to evaluate the effectiveness of work/training experience, and to review complaints as they occur;

            Compiles statistical data relevant to the program, maintains records and prepares reports.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of the principles and practices involved in employment and training or fieldwork programs; good knowledge of business, construction trades, vocational and trade school employability and training, or fieldwork programs; good knowledge of federal employment and training program concepts; ability to establish effective working relationships with participants actively engaged in employment and training, and fieldwork programs administered by the Suffolk County Department of Labor, Licensing and Consumer Affairs; ability to plan and supervise activities of technical employees in a manner conducive to full performance and high morale; ability to command the attention of large groups and to deal with problems in a firm but courteous and tactful manner; ability to maintain a variety of records and to prepare reports; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

      OPEN COMPETITIVE

      Either:

      a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree, and one (1) year of experience in personnel selection or placement, personnel administration or labor relations, business or public administration or fieldwork supervision; or,

     

            b) Graduation from a standard senior high school or possession of a high school equivalency diploma recognized by the New York State Education Department, and five (5) years of experience in personnel selection or placement, personnel administration or labor relations, business or public administration or fieldwork supervision; or,

           

            c) An equivalent combination of education and experience as defined by the limits of a) and b), except that education beyond a Bachelor's Degree may be substituted for experience on a year-for-year basis.

 

NECESSARY SPECIAL REQUIREMENT

Depending on the nature of the assignment, at the time of appointment and during employment in this title, candidates may be required to possess a valid license to operate a motor vehicle in New York State.
