FEATURES OF THE CLASS
An employee in
this class acts as the lead professional of a unit in a division of the Suffolk
County Department of Labor, Licensing and Consumer Affairs. Responsibilities
include advising applicants of employment and training and fieldwork programs
offered by the Department, advising applicants of employment opportunities
through these programs, and assessing their capabilities in order to utilize
them to their full potential. The incumbent
may assist a higher-level Labor Specialist with the supervision of other staff
members and/or project participants.
Work is reviewed by a higher level Labor Specialist through conferences
and reports. Does relates work as
required.
TYPICAL WORK ACTIVITIES
Acts as a team leader of a unit or a
number of employees;
May assist in staff supervision,
implementing program policies and objectives, tracking program participation
rates, monitoring program goals, and in the resolution of issues involving the
performance of program participants;
Develops employability plans,
identifies barriers to employment and recommends action required to
remove them;
Advises and assists applicants in
analyzing and evaluating their aptitudes, interests, experience and training in
terms of available positions;
Initiates and maintains contact with
participants to evaluate the effectiveness of work/training experience and to
review complaints as they occur;
Cooperates with other public and
private agencies in programs concerned with the attainment of vocational
objectives for the unemployed;
Reviews and maintains case records
and test results of applicants and advises participants, individually and in
groups;
Secures labor market and
occupational data.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough
knowledge of federal employment and training program concepts; thorough
knowledge of business, construction trades, and vocational, trade school, employability
and training or fieldwork programs; good knowledge of the principles and
practices involved in planning, developing and carrying out employment and
training, and fieldwork programs; good knowledge of available resources and
their application to vocational problems; working knowledge of research
techniques; skill in interviewing techniques; ability to supervise program
participants and departmental staff in a manner conducive to full performance
and high morale; ability to express oneself clearly and concisely, both orally
and in writing; ability to establish and maintain effective working
relationships with co-workers and the general public; ability to identify
vocational problems and to recommend workable solutions; physical condition
commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN
COMPETITIVE
Either:
a)
Graduation from a college with federally-authorized accreditation or
registration by NY State with a Bachelor's Degree, and two (2) years of
experience in personnel selection or placement, personnel administration or
labor relations, business or public administration or fieldwork supervision;
or,
b) Graduation from a standard senior high
school or possession of a high school equivalency diploma recognized by the New
York State Education Department, and six (6) years of experience in personnel
selection or placement, personnel administration or labor relations, business
or public administration or fieldwork supervision; or,
c) An equivalent combination of education and
experience as defined by the limits of a) and b), except that education beyond
a Bachelor's Degree may by substituted for experience on a year-for-year basis,
up to a maximum of one (1) year.
PROMOTIONAL
One (1) year of permanent
competitive status as a Labor Specialist I.
NECESSARY SPECIAL
REQUIREMENT
At the time of
appointment and during employment in this title, candidates must possess a
valid New York State driver’s license.
