DISTINGUISHING FEATURES OF THE CLASS

An employee in this class supervises and directs a professional staff of an employment and training or fieldwork unit of the Suffolk County Department of Labor, Licensing and Consumer Affairs.  Duties include the review and approval of client employability plans prepared by lower level Labor Specialists.  Duties differ from those found in the Labor Specialist II class in that the incumbent exercises formal supervision of professional, technical and clerical staff in an employment and training or fieldwork unit. Work is subject to federal, state and local regulations. The incumbent is expected to exercise independent judgment and initiative in carrying out assigned duties.  Work is reviewed by higher level Labor Specialists through conferences and periodic reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Supervises, directs and coordinates the activities of the staff in a unit of an employment and training, or fieldwork program;

            Resolves employer and program participant issues in accordance with established program policies and procedures;

            Reviews and approves program or unit expenditures and attendance records of program participants;

            Provides program relevant advice and information to employers, officials and administrators of public organizations and other groups involved in employment and training or fieldwork programs;

            Ensures that quality control standards set by the Suffolk County Department of Labor, Licensing and Consumer Affairs are met by subordinate personnel;         

            Conducts evaluations and program monitoring to determine compliance with program objectives, federal, state and local laws, rules and regulations, and contract requirements;

            Maintains records and prepares reports on program status and progress;

            Submits data for use in the preparation of budgets and proposals.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles and practices involved in the planning, administration and operation of employment and training, or fieldwork programs; thorough knowledge of methods of recruitment, personnel selection and placement, and testing; Thorough knowledge of business, construction trades, vocational and trade school programs, job development and labor market conditions; thorough knowledge of federal employment and training program concepts; good knowledge of recent developments, current literature and sources of information relevant to the fields of employment and training; good knowledge of community programs and facilities available for training of program participants; good knowledge of the needs and problems of local community groups and current resources available to them; ability to supervise activities of a staff of professional, technical and clerical employees in a manner conducive to full performance and high morale; ability to establish and maintain effective working relationships with employers, and governmental, community and local agencies and groups involved in the fields of training and employment development; ability to prepare detailed reports; ability to analyze facts and to arrive at sound conclusions; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree, and three (3) years of experience in personnel selection or placement, personnel administration or labor rela­tions, business or public administration or fieldwork supervision; or,

            b) Graduation from a standard senior high school or possession of a high school equivalency diploma recognized by the New York State Education Department, and seven (7) years of experience in personnel selection or placement, personnel administration or labor relations, business or public administration or fieldwork supervision; or,

            c) An equivalent combination of education and experience as defined by the limits of a) and b), except that education beyond a Bachelor's Degree may be substituted for experience on a year-for-year basis, up to a maximum of two (2) years.

            PROMOTIONAL

            One (1) year of permanent competitive status as a Labor Specialist II.

NECESSARY SPECIAL REQUIREMENT

At the time of appointment and during employment in this title, candidates must possess a valid New York State driver’s license.
