DISTINGUISHING FEATURES OF THE CLASS

An employee in this class performs administrative and professional duties in planning, directing and supervising segments of employment and training or fieldwork programs, such as recruitment, intake, testing, referral, vocational training and job development. The incumbent’s scope of authority is not expected to extend beyond unit or program assignments; however, the incumbent may assist a Labor Specialist V in the elicitation of support, contract negotiations, policy recommendations, and the evaluation of program effectiveness. Supervision is exercised over a staff of professional, technical and clerical personnel.  The incumbent is expected to exercise considerable independent judgment and initiative in the performance of duties, subject to federal, state and County regulations pertaining to employment and training, or fieldwork programs.  Work is reviewed by a Labor Specialist V or higher-level administrator through conferences and reports. Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Plans, directs and supervises the activities of professional, technical and clerical staff of employment and training or fieldwork programs;

          Establishes and maintains liaison with employers, officials and administra­tors of public organizations, public and private sector training facilities, County, state and federal governmental agencies and other local private and non-profit business groups to explain and enlist their support and participation in the employment and training or fieldwork programs;

          May elicit support and negotiate contracts with public and private sector training facilities, private industry and government agencies;

          Distributes information to the public concerning the objectives and re­quirements of the employment and training, or fieldwork programs; conducts recruitment drives to enlist new participants in the programs and to inform the public of the services available to it;

          Interprets and explains requirements and goals of employment and training, or fieldwork programs to staff members and program participants;

          Maintains current accounts of program expenditures and submits periodic financial reports, progress reports and recommendations and proposals to a Labor Specialist V;

          May determine and design unit policy and procedures; assists in the implementation of new policies and procedures.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the principles and practices of planning and administering employment and training, or fieldwork programs; thorough knowl­edge of the methods of recruitment, personnel selection and placement, testing, and vocational training; thorough knowledge of construction trades, business, vocational and trade school programs, job development, labor market conditions; thorough knowledge of federal employment and training program concepts; thorough knowledge of community programs and facili­ties available for training of program participants; thorough knowledge of the needs and problems of local community groups and current resources available to them; good knowledge of recent developments, current literature and sources of information in the fields of training and employment development; ability to plan and supervise the activities of a staff of professional, technical and clerical personnel in a manner conducive to full performance and high morale; ability to establish and maintain effective working relationships with all parties connected with employment and training, or fieldwork programs; ability to analyze and evaluate present and projected program goals and to contribute sound recommendations in compliance with appropriate federal, state and County regulations; ability to develop and manage budgets relative to employment and training, or fieldwork programs; ability to prepare detailed reports; ability to analyze facts and to arrive at sound conclusions; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensu­rate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Either:

          a) Graduation from a college  with federally-authorized accreditation or registration by NY State with a Bachelor's Degree, and four (4) years of experience in employee recruitment and placement, personnel administration or labor rela­tions, two (2) years of which must have been in a supervisory capacity; or,

          b) Graduation from a standard senior high school or possession of a high school equivalency diploma recognized by the New York State Education Department, and eight (8) years of experience in employee recruitment and placement, personnel administration or labor relations, two (2) years of which must have been in a supervisory capacity; or,

          c) An equivalent combination of education and experience as defined by the limits of a) and b), except that relevant education beyond the Bachelor's Degree may be substituted for experience on a year-for-year basis, up to a maximum of two (2) years.  There will be no substitution for the two (2) years of supervisory experience.

    

          PROMOTIONAL

          One (1) year of permanent competitive status as a Labor Specialist III.
