DISTINGUISHING FEATURES OF THE CLASS
An employee in
this class assists a higher-level administrator and performs administrative and
professional duties in the planning, development, direction and coordination of
employment and training or fieldwork programs, such as recruitment, intake,
assessment, testing, referral, vocational training and job development. The
incumbent’s scope of authority extends beyond unit or program assignments and
may involve cooperation with other County Departments and other government
agencies in order to coordinate department-wide policy and ensure statutory and
procedural compliance. An employee in this class develops and negotiates
contracts on behalf of the Department of Labor, Licensing and Consumer Affairs
with governmental, community based and private sector agencies and vendors. The incumbent supervises, directly or
indirectly through lower level supervisors, a number of professional, technical
and clerical personnel. The incumbent is
expected to exercise considerable independent judgment and initiative in the
performance of duties, subject to federal, state and County regulations
pertaining to employment and training, or fieldwork programs. Direction is received from a higher-level
administrator, who reviews work through periodic conferences and written
reports. Does related work as required.
TYPICAL WORK ACTIVITIES
Assists
a higher-level administrator in planning, developing, directing and
coordinating the operations of the SWEP, WIA or another division;
Plans,
directs and coordinates the activities of professional, technical and clerical
staff of employment and training or fieldwork programs; coordinates the
activities of the programs' staff members with other federal, state and County
agencies;
Establishes
and maintains liaison with employers, officials and administrators of public
organizations, public and private sector training facilities, County, state and
federal agencies and other local, private and non-profit business groups to
explain and enlist their support and participation in the employment and
training, or fieldwork programs;
Develops
and initiates new facets of employment and training or fieldwork programs to
assure success and effectiveness; prepares proposals for funding by outside
agencies;
Prepares
and submits periodic detailed reports for the Commissioner of Labor, Licensing
and Consumer Affairs and the controlling governmental agency regarding the
financial status and progress of the employment and training, or fieldwork
programs as well as employment trends and problems in the community.

PERSONAL CHARACTERISTICS
Comprehensive knowledge of the principles and
practices of planning, administering and coordinating employment and training or fieldwork
programs; comprehensive knowledge of the methods of recruitment, personnel
selection and placement and testing; comprehensive knowledge of construction
trades, business, vocational and trade school programs, job development, and
labor market conditions; comprehensive knowledge of federal employment and
training program concepts; comprehensive knowledge of the needs and problems of
local community groups and the current resources available to them; thorough
knowledge of recent developments, current literature and sources of information
in the fields of employment and training development; ability to plan,
administer, supervise and coordinate the activities of a large staff of
professional, technical and clerical personnel in a manner conducive to full
performance and high morale; ability to establish and maintain effective
working relationships with all parties connected with employment and training,
or fieldwork programs; ability to analyze and evaluate present and projected program
goals and to arrive at sound decisions in compliance with appropriate federal,
state and County regulations; ability to develop and manage budgets relative to
employment and training, or fieldwork programs; ability to prepare detailed
reports; ability to analyze facts and to arrive at sound conclusions; ability
to express oneself clearly and concisely, both orally and in writing; physical
condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Either:
a) Graduation from a college with
federally-authorized accreditation or registration by NY State with a
Bachelor's Degree, and five (5) years of experience in employee recruitment and
placement, personnel administration or labor relations in an administrative
capacity. This experience must include
responsibility for planning, directing, and coordinating the work of a staff
consisting of professional, technical and clerical employees working in several
units or performing several separate functions; or,
b)
Graduation from a standard senior high school or possession of a high school
equivalency diploma recognized by the New York State Education Department, and
eight (8) years of experience in employee recruitment and placement, personnel
administration or labor relations in an administrative capacity. This experience must include responsibility
for planning, directing, and coordinating the work of a staff consisting of
professional, technical and clerical employees working in several units or
performing several separate functions; or,
c)
An equivalent combination of education and experience as defined by the limits
of a) and b) above, except that relevant education beyond the Bachelor's Degree
may be substituted for experience on a year-for-year basis, up to a maximum of
two (2) years.
