DISTINGUISHING FEATURES OF THE CLASS
Under general direction, an employee in this class participates in the planning, development and implementation of a vocational rehabilitation-training program as part of a comprehensive community Health Service. The employee is responsible for the management of a program designed to restore the emotionally and mentally impaired to a job level compatible with their ability to function. The restoration of the individual to community life is accomplished through the use of rehabilitation counseling, wherein emphasis is on the practical methods, techniques and procedures usually found in private employment. The incumbent is expected to function under limited supervision and to exercise sound judgment and initiative. Work is reviewed by professional supervisors through staff or personal conferences and through the review of written reports. Does related work as required.
TYPICAL WORK ACTIVITIES
Meets
with representatives of private industries to explore employment opportunities
for the emotionally and mentally disabled;
Participates in patient
evaluation with the staff members of other Community Mental Health Services;
Participates in the
in-service training of other staff members in relation to the functioning of
the rehabilitation program;
Maintains a liaison with
private industries and public services in relation to rehabilitation services;
Participates in National
and State conferences, workshops and seminars in order to keep informed of
current requirements, trends, practices and procedures for vocational training
and rehabilitation;
Participates in public
information programs on behalf of the agency.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Thorough
knowledge of the principles, practices and techniques of vocational
rehabilitation work; thorough knowledge of applicable laws, rules and
regulations relating to State and County vocational rehabilitation programs;
good knowledge of methods and techniques employed for promoting the hiring of
the emotionally and mentally disabled; good knowledge of current sources of
information and literature pertaining to the rehabilitation program; ability to
establish an effective liaison with business representatives, public officials
and the general public; ability to express oneself clearly and concisely, both
orally and in writing; ability to analyze data to prepare accurate and
comprehensive drafts, diagrams and reports; ability to draft and edit
attractive and persuasive literature; physical condition commensurate with the
demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Either:
a) Graduation from a New York State
or Regionally accredited college or university with a Master's Degree and one
(1) year of experience in vocational rehabilitation, counseling, health
education or vocational guidance; or,
b) Graduation from a New York
State or Regionally accredited college or university with a Bachelor's Degree
and three years of experience as described in a); or,
c) An equivalent combination
of training and experience as defined by the limits of a) and b).
NECESSARY SPECIAL REQUIREMENT
Candidates
must possess a valid New York State Driver's License at the time of
appointment; appointees must maintain this license throughout their employment
in this title.
