DISTINGUISHING FEATURES OF THE CLASS
Under
general supervision, an employee in this class works to alleviate the special
problems of migrant workers in Suffolk County.
The incumbent works as an employee of the Migrant Affairs Council to
observe and make recommendations to improve the living and working conditions
encountered by the migrant worker. The
cooperation of agricultural interests and legislators is sought to achieve standards
compatible with human needs. Work is
reviewed through conferences and written reports. Does related work as required.
TYPICAL WORK ACTIVITIES
Refers
complaints of denial of rights or deprivation of services to the appropriate agency
such as Suffolk County District Attorney's Office, Department of Health
Services and Department of Social Services;
Investigates facts
concerning migrant workers' complaints of abuse, assault, denial of civil
rights, wage problems, housing problems, and other sensitive areas and
determines whether State or Federal laws appear to have been violated in these
areas;
Prepares comprehensive
and well documented reports of findings and makes appropriate recommendations
to the Migrant Affairs Council on the adoption of possible County laws
benefiting migrant seasonal workers;
Reports to Migrant
Affairs Council any special requirements and/or legislation necessary for the
protection of both the migrant workers and the agricultural enterprises;
Makes decisions related
to migrant affairs within the framework of policies and guidelines established
by the Suffolk County Migrant Affairs Council.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Thorough
knowledge of Federal, State and local regulations and laws protecting the
welfare of migrant workers; thorough knowledge of programs and services which
answer the needs of migrant workers; ability to plan, organize and conduct
investigations of substandard conditions, bad treatment, unhealthful
environment and other problems encountered by migrant workers; ability to
evaluate facts and estimate reliability and credibility of evidence gathered;
ability to reach sound conclusions and formulate appropriate recommendations
for the Migrant Affairs Council; ability to prepare reports; ability to
communicate effectively with members of the Migrant Affairs Council,
agricultural interests, program officials, and all others whose activities have
a bearing on migrant welfare; ability to deal objectively with migrant worker
problems; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation
from a New York State or Regionally accredited college or university with a
Bachelor's Degree and two (2) years of experience in the investigation and
resolution of unfair labor practices or in labor relations’ work.
NOTE:
Experience in the investigation and resolution of unfair labor practices
or in labor relations’ work may be substituted for education on a year-for-year
basis.
