DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for the supervision, assignment and execution of investigations for the Suffolk County Human Rights Commission. Responsibility includes directing and counseling Investigators in evaluating, investigating and resolving complaints of discrimination. Confers with an administrative supervisor in the conciliation of grievances and serves as a representative of the Human Rights Commission at meetings. The incumbent is expected to exercise a considerable degree of independent judgment and initiative in the execution of these duties. Work is reviewed by means of periodic reports, conferences and consultations with an administrative supervisor. Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Receives, investigates and resolves complaints of discrimination because of race, sex, marital status, color, age or religion in housing, employment, welfare, education and other related areas of discrimination;

          Assigns and supervises the activities of the Investigators in resolving complaints of discrimination;

          Counsels and advises the Investigators regarding their investigations and the appropriate action to be taken;

          Assists in implementing Human Rights policy and makes appropriate recommendations concerning the implications of complaints;

          Serves as a representative for the Human Rights Commission at meetings; makes presentations to various civic groups;

          Confers with an administrative supervisor regarding probable cause of findings, investigative strategy and conciliation of grievances;

          Maintains records of work performed;

          Prepares written compilations of the Investigator's reports concerning various areas of discrimination as assigned by the Executive Director.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the various types of discriminatory practices and effective methods of handling them; thorough knowledge of federal, state and local civil rights laws governing discrimination; thorough knowledge of current trends, developments and literature in the area of discrimination; ability to assign, direct and supervise the activities of personnel in a manner conducive to full performance and high morale; ability to obtain, evaluate and verify information and to ascertain facts through investigation; ability to systematically analyze facts and arrive at equitable and fair conclusions regarding investigations; ability to deal with clients, witnesses and the public; ability to prepare clear, accurate and comprehensive reports; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor’s Degree, and two (2) years of experience in the investigation of complaints concerning violations of human rights.

 

         PROMOTIONAL

          EITHER:

        (a) One (1) year of permanent competitive status as a Senior Human Rights Investigator; or,

  (b) Three (3) years of permanent competitive status as a Human Rights Investigator or Human Rights Investigator (Spanish Speaking).
