DISTINGUISHING FEATURES OF THE CLASS
An
employee in this class is responsible for the overall administrative
coordination of youth services program activities and support services throughout
the county. The incumbent establishes
interagency communication and effects procedural coordination between programs
and agencies of the county, other municipalities and community groups. Work requires considerable independent
judgment and initiative, and is reviewed by an administrative supervisor
through reports and conferences. Does
related work as required.
TYPICAL WORK ACTIVITIES
Coordinates
project activities and support services among the various public and private
agencies serving the county's youth;
Develops communication
links and procedural coordination among participating agencies;
Develops community
support for local operations by working with town level and local youth service
professionals;
Provides administrative
review of records and reports to assure contractual compliance of funded
agencies;
Ensures compatibility of
the reporting systems of various agencies with the Youth Bureau's computer
software;
May administer special
youth service projects.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Comprehensive
knowledge of the principles, practices and techniques of coordinating a youth
project; good knowledge of the application of training and development
techniques; good knowledge of probation services and/or youth employment
programs; ability to coordinate activities between various departments and the
community; ability to secure broad support from the community at large to
develop employment opportunities for youth; ability to supervise employees in a
manner conducive to full performance and high morale; ability to express
oneself clearly and concisely, both orally and in writing; physical condition
commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a New
York State or Regionally accredited college or university with a Bachelor's
degree and five (5) years of experience in youth services, social work or
probation services related to youth, two (2) years of which must have been in a
supervisory capacity.
NOTE:
Additional relevant education from a New York State or regionally
accredited college or university will be substituted for non-supervisory
experience on a year-for-year basis up to a maximum of two (2) years.
PROMOTIONAL
Three
(3) years of permanent competitive status as a Youth Services Specialist.
