DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible, at an administrative level, for the overall program development of youth services in community groups and/or contract agencies.  The incumbent encourages and coordinates the organization of youth groups from labor and employers of public and private agencies for the prevention of crime and the delinquency of youth by counseling, training and placement in youth advancement programs in the community.  The employee exercises a considerable amount of independent judgment and initiative in the performance of the work, and the work is reviewed by an administrative supervisor through the submission of written reports and conferences.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Coordinates and encourages cooperation from employers of public and private concerns for the development of youth enhancing programs;

          Prepares and submits applications for state and federal funding for youth services;

          Coordinates the organization of youth groups to plan and carry out diverse activities such as neighborhood clean-up campaigns, volunteer services to hospitals, discotheques, and trips to recreational and cultural centers;

          Coordinates activities to prevent overlapping and duplication of programs;

          Consults local community leaders on means of surmounting juvenile delinquency by planning and initiating innovative youth development programs;

          Consults the program development of community groups and contract agencies.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the principles, practices, and techniques of coordinating a youth program; thorough knowledge of the range of services available to youth in other agencies; good knowledge of the causative factors in juvenile delinquency; ability to secure broad community support from private and public sectors to develop opportunities for youth employment and youth services; ability to supervise personnel in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree and six (6) years of experience in adolescent social work or a related youth field, two (2) years of which must have been at an administrative level.

 

NOTE:  Additional relevant education will be substituted for experience on a year-for-year basis up to a maximum of Two (2) years.

 

          PROMOTIONAL

          One (1) year of permanent competitive status as a Youth Services Supervisor.
