DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class develops and coordinates educational programs and opportunities for children of eligible migrant workers.  The incumbent works closely with statewide and national migrant education programs, Nassau and Suffolk County School Districts, and health and human services agencies to advocate for and insure appropriate solutions for the issues that face migrant families.  The incumbent is responsible for the recruitment, assignment, training and evaluation of the staff that works with the migrant students.  Work is reviewed through conferences, written reports and consultation.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

Plans, assembles and monitors the programs of the Migrant Education Outreach Program;

Coordinates the recruitment of staff including interviewing, screening and recommendations for acceptance into the program;

Supervises the collection of appropriate data to monitor the student’s progress and the efficacy of the program;

Coordinates the placement of tutor advocates with migrant eligible students;

Coordinates the implementation of appropriate curriculum in various program activities;

Develops program manuals;

Develops and coordinates training programs for new staff as well as a monthly in-service;

Develops and implements new migrant education programs;

Prepares budgets for Migrant Education Program and Evenstart Programs;

Prepares periodic reports as necessary;

Writes grants;

Supervises all office staff;

Meets with appropriate educational and community agencies concerning migrant issues;

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of the principals and methods used in Migrant Education Outreach Program development; good knowledge of procedures used in carrying out effective in-service training programs for staff; good knowledge of current trends, developments and sources of information in the field of migrant workers in Nassau and Suffolk County; ability to interpret educational and immigration law; ability to write, implement and monitor budgets; ability to coordinate, direct and supervise office staff; ability to establish and maintain effective working relationships with migrant workers, educational, public and private agencies, the general public, and staff; ability to understand and respect different cultures and economic groups; ability to express oneself clearly and concisely, both orally and in writing; good judgment; tact; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

Graduation from a New York State or Regionally accredited college or university with a Bachelor’s Degree, and five (5) years of experience in the administration, supervision or coordination of social, educational, or community services in a public or private agency.
