DISTINGUISHING FEATURES OF THE CLASS

An employee in this class plans, organizes and directs the programs of the Suffolk County Youth Bureau, a division of the County Executive's office.  The incumbent coordinates youth services provided by the County, community agencies and municipal departments of the towns.  Supervision is exercised over all divisions of the Youth Bureau including Research and Planning, Youth Services Projects and Comprehensive Planning.  Work is is subject to review through written re­ports and consulta­tions.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Assists the County Executive in monitoring and evaluating youth service programs and recommends remedial changes in programs;

          Participates with the Suffolk County Youth Board in establishing the needs of youth, developing youth service programs and assisting their operations;

          Coordinates youth services programs under the jurisdiction of the Suffolk County Youth Bureau with those of other agencies to derive maximum effectiveness from them;

          Plans and implements a youth services program information and referral system to assist the public and other agencies in matching services to needs;

          Meets with Federal, State, and County legislators and representatives, local advisory councils, and town youth boards to evaluate the programs which serve the needs of the County's youth;

          Assists in the preparation of the Suffolk County Youth Bureau's annual budget and periodic reports required by New York State and the County Executive.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles and practices of youth-oriented service programs; thorough knowledge of youth programs available through public and private agencies and of potential funding sources in the development of programs; thorough knowledge of the principles, practices, methods and techniques of public administration; good knowledge of the family, social and economic roots of maladjustment in youth; ability to establish effective working relationships with youth agency officials, legislators, the general public and the employees of the various Youth Bureau units; ability to administer effectively inter/intra-governmental programs; ability to plan, coordinate, and implement youth service programs; ability to express oneself clearly and con­cisely, orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

Graduation from a college with federally-authorized accreditation or registration by New York State  with a Baccalaureate Degree and eight (8) years of experience in youth services.  Two (2) years of this experience must have been at the administrative* level.

 

NOTE:  Education toward a Master's Degree in Social Work or Public Administra­tion from a college with federally-authorized accreditation or registration by New York State may be substituted for general experience in youth services at the rate of 24 credits equals one (1) year of experience.  Candidates must still possess the two (2) years of administrative experience.

 

*Administrative experience will be interpreted as responsible direction of an organization comprised of more than one (1) unit and involving multiple functions.  The experience must involve areas such as planning, resource alloca­tion, program evaluation, policy formulation and fiscal accountability.
