DISTINGUISHING FEATURES OF THE CLASS

An employee in this position is responsible for the development, implementation and coordination of all policies, procedures and regulations for all divisions of a town's land management program, including, but not necessarily limited to Planning, Natural Resources, Conservation, Building and Zoning.  The incumbent serves as legal advisor to these divisions and is responsible for the review and dissemination of all application regarding land use and building construction.  The work is interdisciplinary and requires knowledges of planning principles and related legal matters. Supervision is exercised over division heads and committees and boards established by the Town Board.  Work is performed under the general direction of the Town Board and is reviewed through conferences and written reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Directs the activities of the divisions of land management, as well as special committees and boards established by the Town Board;

            Administers the enforcement of planning and environmental programs, policies and ordinances adopted by the town;

            Oversees the review and dissemination of applications for planning and building construction;

            Reviews all legal matters and questions that arise within the department;

            Compiles and forwards information and material to the Town Attorney when legal action is deemed necessary, acting as department liaison with the office of the Town Attorney;

            Assists in the preparation of cases for prosecution;

            Provides technical and legal assistance and advice to division administrators and staff;

            Supervises the technical and support staff necessary to fulfill the responsibilities of the position.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles, practices, methods and techniques of community, regional, and environmental planning; thorough knowledge of the laws specifically affecting the operation of the department; good knowledge of current literature, recent developments, and other sources of information in public planning and environmental protection; good knowledge of those aspects of civil engineering, economics, public finance, sociology, architecture and environmental concerns which impact on town planning; ability to analyze legal problems and render sound guidance to staff members; ability to plan, supervise and review the work of a professional and technical staff in a manner conducive to full performance and high morale, ability to establish and maintain effective working relationships with civic leaders, public officials, and the general public; ability to issue clear, concise opinions based on knowledge of the law, both orally and in writing, physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE:

            Either:

            a)  Graduation from a New York State or Regionally accredited college or university with a Master's Degree in Planning, Economics, Public Administration or a related field, and eight (8) years of experience conducting community or regional planning, land use, zoning, environmental, transportation and capital improvement projects, two (2) years of which must have included financial analysis, budgeting, personnel management, and contract negotiations; or,

            b)  Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree in one of the above fields, and ten (10) years of experience as described above.

 

            PROMOTIONAL

            Two (2) years of permanent competitive status as an Assistant Town Planning And Development Administrator.
