DISTINGUISHING
FEATURES OF THE CLASS
Under general supervision, an employee in this class
maintains general supervision over a small technical and clerical staff in the
Suffolk County Veterans Service Agency. The employee also participates in
delivering Agency services to veterans and their families, and assumes
responsibility for developing and maintaining good community relations. These
duties require the exercise of independent initiative and judgment, especially
in the interpretation of laws, rules and regulations, and in taking
responsibility for the performance of staff members in the area of veterans
affairs. Work is reviewed by an administrator through observation and periodic
reports. Does related work as required.
TYPICAL WORK
ACTIVITIES
Supervises and participates in the daily activities and
functions of the Veterans Service Agency;
Schedules professional staff members
to visit the homes of disabled veterans and their dependents who are unable to
travel to the Agency;
Receives and evaluates reports from
professional staff upon completion of assignments and on assignments requiring
further action;
Conducts research on the validity of
claims submitted in appeals to the Veterans Administration.

KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of Federal, State and local
legislation governing veterans' benefits; ability to plan and supervise the
work of a clerical and professional staff in a manner conducive to full
performance and high morale; ability to develop and implement effective office
and field work procedures; ability to establish and maintain effective working
relations with veterans, their dependents, civic groups and the public; ability
to express oneself clearly and concisely, orally and in writing; good judgment;
physical condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
Graduation from standard
senior high school or possession of a high school equivalency diploma, and accreditation from the Department of Veterans Affairs as a Veterans
Service Organization Representative, and either:
(a) Two
(2) years of experience in a position that involves substantial public contact,
and two (2) years of experience as a Veterans Service Organization
Representative, directly assisting veterans with the filing of veterans’
benefits; or,
(b) Two
(2) years of military experience and attainment of pay grade E-04, O-01, or
W-01, and two (2) years of experience as a Veterans Service Organization
Representative, directly assisting veterans with the filing of claims for
veterans’ benefits ; or,
(c) Two (2) years of experience as a
Veterans Service Officer.
NOTE: Additional education from
a college with federally-authorized accreditation or registration by NY State will be substituted for military experience, or
experience in a position that involves substantial public contact, on a
year-for-year basis up to two (2) years.
NECESSARY SPECIAL
REQUIREMENT
Candidate must be
a veteran.
At the time of appointment and during employment in this
title, employees must possess a valid license to operate a motor vehicle in New
York State.
Candidates must maintain
accreditation from the Department of Veterans Affairs as a Veteran’s Service
Organization Representative throughout employment in this
position.
