ASSISTANT TOWN PLANNING AND DEVELOPMENT ADMINISTRATOR 3773
An employee in this class assists
in the development, implementation and coordination of all policies, procedures
and regulations for all divisions of a town’s land management program. Work
involves the responsibility for supervising and reviewing the work of a
professional and technical staff engaged in addressing planning and development
projects and programs. The incumbent will provide staff support to the Town
Board, Town Planning Board and other appointed boards and committees. Work is
reviewed by the Town Planning and Development Administrator through conferences
and written reports.
TYPICAL WORK ACTIVITIES
Assists the Town Planning and
Development Administrator in the daily operations of the department’s various
program;
Prepares plans, reports, studies
and related efforts to support implementation of planning and environmental
programs, policies and ordinances adopted by the town;
Prepares specific legislation,
plans, programs, projects and studies related to town and hamlet conservation
and development issues and opportunities.
Assists with
the coordination of planning and development efforts between federal, state,
county and town agencies;
Supervises and participates in
various planning and related studies and technical analyses;
Represents the Town Planning &
Development Administrator and the department at meetings with the Town Board,
Planning Board and other appointed boards and committees;
Assists with the preparation and
management of the department’s annual budget;
Assists, manages and coordinates
the preparation of capital improvement projects and programs;
Supervises and participates in
community outreach programs and public participation processes;
Supervises professional, technical
and clerical personnel necessary to fulfill the responsibility of the
position.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Thorough knowledge of the principals, practices, methods and
techniques of community, regional, and environmental planning; good knowledge
of land use rules and regulations; good knowledge of effective community
participation processes; good knowledge of those aspects of civil engineering,
economics, public finance, sociology, architecture and environmental concerns
which impact town planning; ability to plan, supervise and review the work of a
professional and technical staff in a manner conducive to full performance and
high morale; ability to establish and maintain effective working relationships
with public officials and the general public; ability to express oneself
clearly and concisely, both orally and in writing; physical condition
commensurate with the demands of the position.
Either:
a) Graduation from a New York
State or Regionally accredited college or university with a Master’s Degree in
Planning, Economics, Public Administration or a related field, and six (6)
years of experience in community or regional planning, land use, zoning,
environmental, transportation and capital improvement projects; or,
b) Graduation from a New York State or Regionally accredited college
or university with a Bachelor’s Degree in one of the above fields, and eight
(8) years of experience as described above.
