DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is responsible for the
planning, coordination and direction of a public recreation program in the
County or a large town with a population of over 100,000. The incumbent is expected to devote a major
portion of the time to providing specific help in those areas where limitations
may exist, and must insure
that all programs are properly planned and executed. The work is performed under the general
direction of an administrative supervisor who reviews the achievements of the
recreational program through observation and personal conferences. Direct supervision is exercised over all
professional and non-professional personnel employed in all phases of the
recreational program. Does related work
as required.
TYPICAL WORK ACTIVITIES
Serves
as administrative head of a recreation program in the County or a town;
Organizes,
directs and coordinates a program of recreational activities;
Oversees and advises on
acquisition, planning, design, construction, and maintenance of recreational areas;
Prepares,
presents and implements the annual budget of the recreation department;
Promotes
effective public relations between the recreation department and the community;
Supervises
the recruitment, training and evaluation of professional, non-professional and
clerical personnel;
Conducts
the periodic staff meetings to discuss and evaluate the effectiveness of the
recreational program;
Controls
the procedures used in the issuance and maintenance of equipment;
Submits
periodic reports on the progress and effectiveness of established programs.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Thorough knowledge of the principals and practices of
recreational programs; good knowledge of effective administrative and
supervisory techniques; good knowledge of planning and equipping recreational
facilities; ability to deal effectively with people from all age groups,
ability to plan, coordinate and supervise the work of employees in a manner
conducive to full performance and high morale; tact; courtesy; good judgment;
physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Either:
(a) Graduation from a
college with federally-authorized accreditation or
registration by NY State with a Master's Degree in
Recreation or Parks Administration and four (4) years of supervisory
experience in the conduct of a recreation program; or,
(b)
Graduation from a college with federally-authorized accreditation or
registration by NY State with a Bachelor's degree which includes, or is
supplemented by at least fifteen (15) credit hours in professional recreation
courses (such courses to include recreation principles and programs, philosophy
of recreation and recreation administration) and five (5) years of supervisory
experience in the conduct of a recreation program; or,
(c)
Graduation from a college with federally-authorized
accreditation or registration by NY State with a Bachelor's
degree and six (6) years of supervisory experience in the conduct of a
recreation program; or,
(d) An
equivalent combination of education and experience as defined by the limits of
(a), (b) and (c).
PROMOTIONAL:
One (1)
year of permanent competitive status as an Assistant Superintendent of
Recreation II; or,
Two (2)
years of permanent competitive status as a Recreation Program Coordinator; or
Three
(3) years of permanent competitive status as a Recreation Supervisor.
