DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for overseeing the implementation of a public recreation program in a large town.  The employee coordinates, unites and fosters communication among town officials, private sector recreation providers, and staff involved in developing recreation programs.  The work is performed under the general direction of the Town Supervisor and/or Town Council through observation and personal conferences.  Administrative supervision is exercised over all parks and recreation personnel.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Oversees the implementation of the parks and recreation master plan;

          Integrates recreation functions into the town's development and management of conservation properties and town's economic and tourism development activities;

          Coordinates, unites and fosters communication among all town officials, private sector recreation providers, and staff involved in developing recreation programs;

          Develops marketing strategies to attract and facilitate private sector recreation developments;

          Plans, supervises and implements the overall programs of Parks, Recreation and Sport, and Cultural Resources;

          Administers the preparation, presentation and maintenance of the department's annual budget and fiscal policies;

          Recommends departmental updating procedures, policies, regulations or ordinances to provide a more effective operation;

          Supervises the maintenance and operation of the town's parks and recreational facilities;

          Coordinates, plans, and develops recreational and cultural projects and programs for and on behalf of the town residents in cooperation with other municipalities, community associations, local organizations and private citizens;

          Provides for and promotes programs which meet the needs of senior citizens, handicapped individuals and disadvantaged youths;

          Coordinates with agencies responsible for transportation planning to enhance access to recreation facilities;

          Develops and coordinates data gathering procedures and departmental studies, analyzing the results for potential policy, regulation and ordinance revision or development.                

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles and practices of recreational pro­grams; thorough knowledge of effective administrative and supervisory techniques; thorough knowledge of planning and equipping parks and other recreational facilities; ability to develop public/private partnerships, familiarity with ecotourism and agritourism development, thorough knowledge with land development issues, regulations and procedures, ability to deal effectively with people from all age groups; proactive outlook, drive and initiative; good aesthetic judgment; ability to direct, plan, coordinate and supervise the work of employees in a manner conducive to full performance and high morale; tact; courtesy; good judgment; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Either:

          (a) Graduation from a New York State or regionally accredited college or university with a Master's Degree in Recreation or Parks Administration and four (4) years of experience in the conduct of a recreation program, two (2) years of which must have been in an administrative capacity; or,

          (b) Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree which includes, or is supplemented by, at least fifteen (15) credit hours in professional recreation courses (such courses to include recreation principles and programs, philosophy of recreation and recreation administration) and five (5) years of experience in the conduct of a recreation program, two (2) years of which must have been in an administrative capacity; or,

          (c) Graduation from a New York State or regionally accredited college or university with a Bachelor's degree and six (6) years of experience in the conduct of a recreation program, two (2) years of which must have been in an administrative capacity; or,

          (d) An equivalent combination of education and experience as defined by the limits of (a), (b) and (c).

 

          PROMOTIONAL:

(a)   Two (2) years of permanent competitive status as a Superintendent of Recreation I; or,

(b)   Two (2) years of permanent competitive status as a Superintendent of Recreation II.
