DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for directing and coordinating a town department of facilities, parks and recreation.  Coordination is achieved through the supervision of a high-level town maintenance administrator and town recreation administrator, who provide technical expertise and supervision of the day-to-day operations of their respective areas.  The work is performed under the general direction of the Town Supervisor and/or Town Council through observation and personal conferences.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Directs and coordinates all departmental activities, programs, policies and procedures of a town department of facilities, parks, and public recreation;

          Conducts studies and prepares comprehensive reports on departmental operations and acts to develop and assure effective operations;

          Administers the department's annual budget and fiscal policies;

          Coordinates and directs the planning and development of recreational and cultural projects and programs for and on behalf of the town residents in cooperation with other municipalities, community associations, local organizations and private citizens;

          Oversees the maintenance and improvement of all town buildings and grounds including parks, beaches, and cemeteries;

          Oversees the development and implementation of preventive maintenance programs;

          Coordinates the operation of the town's parks and public recreational facilities;

          Coordinates and oversees historic restoration projects within the town;

          Assists with the coordination of public works construction projects within the town. 

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of effective administrative and supervisory techniques; the ability to direct, plan, coordinate and supervise the work of a large staff in a manner conducive to full performance and high morale; the ability to establish and maintain effective working relationships with department heads, public officials and the general public; the ability to develop and maintain a comprehensive departmental operating budget; ability to prepare clear and concise reports; some knowledge of the operations, principles and practices of parks and recreational programs and/or facilities maintenance; working knowledge of land development issues, regulations and procedures; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree plus four (4) years of administrative experience which includes responsibility for training, staffing, planning, directing and coordinating the work of a substantial staff.  Experience must include or be supplemented by at least two (2) years of experience in the performance of program and/or maintenance activities in a parks and recreation setting.

         

NOTE: Additional administrative experience as defined above may be substituted for education on a year-for-year basis to a maximum of four (4) years.  All candidates must have at least two (2) years of experience in the performance of program and/or maintenance activities in a parks and recreation setting.

 

          PROMOTIONAL

          Two (2) years of permanent competitive status as a Superintendent of Recreation I or Town Maintenance Supervisor.
