DISTINGUISHING FEATURES OF THE CLASS
Under general direction, an employee in this class administers and/or
coordinates specialized educational and recreational programs in creative and
performing arts, including workshops in a variety of crafts and hobbies,
musical and/or theatrical productions, and any other specialty interests within
the community. The incumbent may also
perform general administrative duties as required. This work requires the exercise of
considerable independent judgment and initiative in selecting and planning
programs and events for the municipality.
Supervision may be exercised over a small clerical and/or technical
staff. The work is reviewed by an administrative
supervisor through conferences and written reports. Does related work as required.
TYPICAL WORK ACTIVITIES
Plans
and administers a municipality’s cultural affairs program in both the creative
and performing arts;
Plans and prepares
publicity, flyers and brochures, and conducts related media activities;
May be responsible for
grant writing to secure funding from local government agencies;
Plans, organizes and
coordinates public performances such as puppet shows, concerts and poetry
readings and the presentation of creative arts exhibits in ceramics, pottery
and photography;
Plans and organizes classes,
a variety of community events, summer recreation programs and creative art
workshops in ceramics, pottery, photography and other specialty subjects for
both individual and group instruction;
May supervise a staff of
specialists in the creative arts, performing arts, and recreation;
May act as liaison with
outside organizations involved in community events within the jurisdiction;
Prepares annual budget
for administrative consideration;
Prepares annual reports
on programs planned, in progress and completed.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Thorough knowledge of the operation, organization and activities of performing
arts and creative arts recreation programs; good knowledge of the principles
and techniques used in presenting concerts and theatrical productions; good
knowledge of the principles, techniques and equipment used in creative arts;
good knowledge of administrative procedures including minor budgetary
preparation and monitoring; knowledge of the techniques of publicity, promotion
and public relations; good knowledge of graphic arts including layout and
design; ability to organize and/or coordinate the activities of artists, civic
groups and other cultural affairs units in a public performance or exhibit;
ability to establish effective working relationships with participants and
subordinates; ability to plan and project for future programs in performing
arts; ability to express oneself clearly and concisely, both orally and in
writing; ability to plan, supervise and direct the work of subordinates in a
manner conducive to full performance and high morale; physical condition commensurate
with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
(a) Graduation
from a New York State or Regionally accredited college or university with a
Bachelor's Degree in Liberal Arts, Recreation and/or Parks, or one of the
creative or performing arts; or;
(b) Graduation from a
standard high school and four (4) years of experience in the conduct of
programs in performing arts and/or instructional programs in creative arts; or;
(c) Satisfactory
equivalent combination of the above education and experience beyond high
school graduation.
