DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for directing and supervising the overall administration and operation of a town rifle and pistol range. An employee in this class directs the work of a number of subordinate Range Officers and clerical personnel at a town operated rifle and pistol range. The work differs from that of a Range Officer II in the level of responsibility and increased supervisory responsibility. The incumbent is responsible for all administrative and technical decisions such as staff assignments, range policies and safety procedures. Work is reviewed by an administrative superior through conferences and reports. Does related work as required.
TYPICAL WORK ACTIVITIES
Plans,
assigns and directs the activities of a number of Range Officer II's, Range
Officer I's, and clerical personnel and a Town operated rifle and pistol range;
Supervises
and instructs subordinate in safety procedures and handling of firearms on the
range;
Prepares
courses for the public on the handling and care of firearms; assigns
subordinate personnel to conduct these classes;
Maintains
liaison with and arranges tournaments sponsored by the National Rifle
Association, State Conservation Department and local gun clubs;
Supervises
the maintenance of all records pertaining to the operation and use of range
facilities;
Submits
oral and written reports pertaining to the range and its operations as required.
FULL PERFORMANCE KNOWLEDGES, SKILLS,
ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive knowledge of the principles of
operation and safety procedures required in the use of a wide variety of
firearms; thorough knowledge of safety precautions and first aid measures
regarding firearms and range accident injuries; thorough knowledge of State and
local laws, ordinances, rules and regulations governing the licensing and use
of firearms; ability to plan, assign and supervise the work of subordinate
range officers and clerical personnel in a manner conducive to full performance
and high morale; ability to establish and maintain effective working
relationships with gun fanciers, rifle association representatives, Town
officials and the general public; ability to instruct subordinate staff and
individuals in the proper care and use of firearms; ability to maintain records
and prepare comprehensive oral and written reports of range activities;
physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Four
(4) years experience as:
(A)
N. P. A. certified instructor in rifle and pistol; or,
(B)
Federal firearms instructor; or,
(C)
Military firearms instructor; or,
(D)
New York State Hunter Safety instructor; or,
(E)
Satisfactory combination of the above experience which totals four (4) years.
Two
(2) years permanent competitive status as a Range Officer II.
