DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class is responsible for overseeing all marine law enforcement and maintenance staff in the management of town/village harbors and waterways. The incumbent ensures subordinate staff are properly enforcing federal, state and local ordinances governing navigation laws, local waterways codes, gamefish and shellfish conservation, fishing, hunting and clamming.  The incumbent also oversees town/village boat repairs, marinas and mooring areas, boating traffic, and enforces marine ordinances.  The work is reviewed through submission of periodic reports to an administrative supervisor.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

                Oversees Harbormasters in enforcing all codes and ordinances in town/village harbors and waterways, as well as conducts enforcement on all town/village beaches, parks and preserves;

                Oversees Harbormasters and marine maintenance staff in the maintenance of town/village harbors and channels;

                Oversees assignment of mooring spaces at town/village Marinas as well as the recording of the numbers and sizes of boats moored therein;

                Oversees marine construction and repairs to bulkheads, ramps, jetties and docks, as well as town/village pump-out operations to ensure compliance with the Federal No Discharge Zone requirements;

                Assists Attorneys in prosecuting town/village violations;

                Collaborates with local EMS and Fire Departments regarding port security issues;

                Prepares budgets and oversees ordering of supplies;

                Manages Peace Officer registry requirements;

                Oversees OSHA/PESH mandates and requirements, administers the town/village PATON program;

                Runs required training of all staff;

                Prepares reports to administrative officials regarding all department functions.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the operations and maintenance requirements of the town/village marine infrastructure and related equipment;

thorough knowledge of marine law enforcement and vessel operations; thorough knowledge of federal, state and local laws governing hunting, fishing, clamming and boating in local waters; thorough knowledge of the geography of local waterways and water systems; thorough knowledge of nautical calculations and terminology; ability to plan and supervise work of  Harbormasters and other subordinate staff in a manner conducive to full performance and high morale; ability to under­stand, interpret and implement conservation and boating laws within a locality; ability to establish and maintain effective working relationships with other town/village offices, other government agencies and the public; ability to enforce local/state marine ordinances with tact and firmness; ability to keep records and prepare written reports; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

                OPEN COMPETITIVE

                a)  Graduation from a college with federally-authorized accreditation or registration by NY State with an Associate's Degree in Criminal Justice, Marine Transportation, or a related field, and four (4) years of experience in law enforcement, commercial vessel operations, or served in the US Navy, Coast Guard in a rating that operates vessels or conducts marine law enforcement duties; or,                b)  Graduation from a standard senior high school or possession of a high school equivalency diploma and six (6) years of experience as defined above; or,

                c)  An equivalent combination of education and experience as defined by the limits of a) and b).

 

NOTE: 

a)  Additional relevant education from a college with federally-authorized accreditation or registration by NY State will be substituted for experience on a year-for-year basis.

b)  Possession of a current United States Coast Guard Master’s license, for which at least 360 days of service were needed to qualify for examination, will substitute for two years of the above experience.

c) Commercial vessel operation experience is defined as experience as a ferry operator (Coast Guard licensed), tow boat /barge operations or crew member, merchant mariner, or in tanker operations.” 

 

                PROMOTIONAL

                Four (4) years of permanent competitive status as a Harbormaster I; or,

                Two (2) years of permanent competitive status as a Harbormaster II.

 

NECESSARY SPECIAL REQUIREMENT

1. There will be a qualifying psychological evaluation for open-competitive candidates.*

2. Candidates must be at least twenty-one (21) years of age at the time of appointment.

3. For open-competitive appointments, candidates will be required, after appointment, to obtain a Peace Officer Training Certificate recognized by the New York State Municipal Police Training Council.  Those positions authorized by law under Section 2.10 of CPL to carry a firearm must also complete the Initial Firearms and Deadly Physical Force Course within 6 months of their appointment.

4. For open-competitive appointments in east end towns and villages, candidates will be required to complete training requirements as listed below:

Basic Course for or Peace Officer (200 hours) including Vehicle & Traffic Law Module

Standardized Marine Patrol Vessel Operators Curriculum (200 hours)

Marine Law Enforcement (40 hours)     

Impaired Boaters Recognition Program (40 hours)

5. At the time of appointment and during employment in this title employees must possess a valid license to operate a motor vehicle in New York State.

 

*At the discretion of the Appointing Authority, for appointees with other than competitive status, qualifying evaluations may be waived for candidates with current or prior status in a peace or police officer title who are in possession of current New York State MPTC certification as a peace or police officer within the following guidelines:

 

                a.) Pursuant to §2.30 6) of Criminal Procedure Law:

Separated for less than 2 years after having served for less than 2 consecutive years as a peace officer in NYS, or;

Separated for less than 4 years after having served as a peace officer in NYS for more than 2 consecutive years.

               b.) Pursuant to §209-q 1) b) of General Municipal Law:

Separated for less than 2 years after having served for less than 2 consecutive years as a police officer in NYS, or;

Separated for less than 4 years after having served as a police officer in NYS for more than 2 consecutive years, or;

Up to 10 years after separation with an approved police officer refresher course.
