DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class assists the Superintendent of Harbors and Waterways in the maintenance and operation of the harbors and waterways of a municipality as well as determining procedures to be used in dealing with the various problems inherent in maintaining optimum environmental conditions.  The incumbent is responsible for pursuing the enforcement of all state and local conservation and navigation laws pertaining to the safety of the waterways and the protection of the shellfish industry.  Supervision is exercised over a substantial number of personnel engaged in the maintenance, improvement and protection of the municipality's harbors, waterways and shorelines and work is reviewed through periodic conferences, review of records maintained and written reports submitted.

TYPICAL WORK ACTIVITIES

         Assists in the operation, maintenance and improvement of harbors and waterways.  Meets and confers with engineers on all topics relating to plans for improving or changing public or privately owned property in harbors;

         Plans, assigns and supervises the patrolling of shore fronts and waterways to insure protection of the shellfish industry and prevention of poaching as well as vandalism to private boats;

         Attends meetings to promote the development of water facilities, ecological improvement and conservation activities and goals;

         Prepares and submits a variety of special and technical reports and recommendations pertinent to the operations, conditions and improvements of harbors, waterways and shorelines.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles, practices and techniques of civil engineering; thorough knowledge of the operational and maintenance requirements of the various types of harbor and waterway facilities and related equipment; good knowledge of effective supervisory techniques; ability to plan, assign, supervise and review the work of a professional and clerical staff in a manner conducive to full performance and high morale; ability to read and interpret construction plans and to gain compliance with specifications in a tactful and impartial manner; ability to establish and maintain effective working relationships with various civic leaders, public officials and the general public; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

         OPEN COMPETITIVE

         Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree in Civil Engineering, and two (2) years of experience in hydrographic engineering and construction; or,

         An equivalent combination of education and experience as defined above.
