DISTINGUISHING FEATURES OF THE CLASS

Under general direction, an employee in this class is responsible for the maintenance and operation of the harbors and waterways of a municipality, as well as determining procedures to be used in dealing with the various problems pertinent to prevalent environmental conditions. Work consists of conducting research, and planning and designing new projects to improve the boating facilities of a municipality. The incumbent is responsible for seeing that all state and local conservation and navigation laws, pertinent to the safety of the waterways and the protection of the shellfish industry are enforced. Supervision is exercised over a substantial number of personnel engaged in the maintenance, improvement and protection of a municipality's harbors, waterways and shorelines. Work is performed under the policy direction of an administrative supervisor, and is reviewed through periodic conferences, review of records maintained and written reports submitted. Does related work as required.

 

TYPICAL WORK ACTIVITIES

         Coordinates the operation, maintenance and improvement of harbors and waterways;

         Conducts surveys and submits reports pertaining to the need for additional boating facilities, marinas and bulkheading;

         Plans designs, lays out and supervises the initial installation and development of improvement projects and prepares the necessary plans and specifications for the letting of contracts for projects;

         Plans and prepares the work schedules for the dredging of harbors;

         Meets and confers with engineers on all topics relating to plans for improving or changing public or privately owned property in harbors;

         Plans, assigns and supervises the patrolling of shore fronts and waterways to insure protection of the shellfish industry and prevention of poaching and vandalism to private boats;

         Reviews water front properties owned by the municipality to determine the best possible utilization of it as well as preparing and presenting preliminary plans and budget estimates for the improvement of these properties;

         Supervises the leasing, maintenance and operational functions of publicly owned marinas;

         Determines the procedures to be used in dealing with the various problems pertinent to environmental conditions;

         Prepares and submits a variety of special and technical reports and recommendations pertinent to the operations, condition and improvement of harbors, waterways and shoreline.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles, practices and techniques of civil engineering; thorough knowledge of the operational and maintenance requirements of the various types of harbor and waterway facilities and related equipment; good knowledge of the investigation, design and construction of the various types of facilities related to harbors and waterways; good knowledge of effective supervisory techniques; skill in the use of engineering instruments and equipment; ability to plan, assign, supervise and review the work of a professional and clerical staff in a manner conducive to full performance and high morale; ability to conduct and formulate substantial recommendations for improving boating facilities for a municipality; ability to perform difficult technical computations, to make estimates, conduct tests, and to compile engineering data and statistics of harbors and waterways; ability to read and interpret construction plans, and to gain compliance with specifications in a tactful and impartial manner; ability to make difficult and technical engineering drawings; ability to establish and maintain effective working relationships with various civic leaders, public officials and the general public; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

        

MINIMUM QUALIFICATIONS

         OPEN COMPETITIVE

         Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree in Civil Engineering, and four (4) years of experience in hydrographic engineering and construction; or,

         An equivalent combination of education and experience as defined above.

 

         PROMOTIONAL

         Four (4) years of permanent competitive status as an Assistant Civil Engineer, two (2) years of which must have been in hydrographic engineering and construction.

 

 

NECESSARY SPECIAL REQUIREMENT

Candidates must be eligible for a professional engineer's license issued by the State of New York at the time of appointment.
