DISTINGUISHING FEATURES OF THE CLASS
An employee in this class assists the Town Parks
Director in the planning, organization and supervision of the operations and
maintenance of a large system of town parks and beaches. The employee directs and coordinates the
activities of a number of work crews engaged in the maintenance of the grounds,
equipment and facilities at town parks, beaches and marinas. The incumbent is also responsible for
assisting in the preparation of the departmental budget, the supervision of
payroll, purchasing and accounting functions for the department and the
planning and development of new parks.
Supervision is received from the Town Parks Director, who evaluates
performance through frequent consultation, conferences and review of written
reports. Does related work as required.
TYPICAL WORK ACTIVITIES
Assigns
and coordinates the activities of park work crews engaged in the maintenance of
park grounds, ballfields and playground equipment and the construction and
repair of buildings, boardwalks and marinas at town parks and recreational
facilities;
Inspects
parks to determine maintenance needs;
Confers
with subordinate crew leaders on problems involved in the operations of the
parks;
Makes
recommendations to the Town Parks Director on improved procedures and work
schedules and needed equipment and supplies;
Receives
and investigates complaints from the public on the condition of park
facilities;
Participates
in discussions with the town engineering and planning departments and
professional consultants in the design, planning and construction of new parks
and recreational facilities;
Requisitions
supplies and equipment required for the operation of the department;
May
prepare drafts of bid specifications for specialized equipment and materials
used in park maintenance and for construction and other work to go out on
contract;
Assists
in the preparation of the department budget and annual reports;
Assists
in the supervision of the payroll, accounting and recordkeeping activities of
the department;
Represents
the Director at administrative meetings and conferences.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Thorough knowledge of the principles, practices and
techniques of park and beach management; thorough knowledge of the operational
and maintenance requirements of the grounds, equipment, buildings and other
facilities of parks, beaches and marinas; good knowledge of the principles,
practices and methods of public administration, budget preparation and office
management; ability to plan, assign and supervise the work of a large staff of
subordinates in a manner conducive to full performance and high morale; ability
to maintain accurate records and to prepare comprehensive statistical and
narrative reports on departmental operations; ability to establish and maintain
effective working relationships with departmental heads, public officials and
the general public; ability to express oneself clearly and concisely, both
orally and in writing; physical condition commensurate with the demands of the
position.
MINIMUM QUALIFICATIONS

COMPETITIVE
Graduation
from a standard senior high school or possession of a high school equivalency
diploma and six (6) years of administrative experience that includes at least
four (4) years overseeing the planning, design, and/or coordination of facilities project
management activities.
NOTE: Additional education from a college with
federally-authorized accreditation or registration by NY State may be
substituted for the general administrative experience on a year-for-year basis
up to a maximum of two (2) years.
Education may not be substituted for the four (4) years overseeing facilities
project management activities.
