DISTINGUISHING FEATURES OF THE CLASS
An employee in this class plans, organizes and supervises the operations and maintenance of a large system of town parks and beaches. The incumbent coordinates the activities of a large number of personnel engaged in the operation of parks facilities and in the maintenance of the grounds, equipment and facilities at town parks, beaches and marinas. The incumbent directs the planning and development of new parks, and the preparation of the departmental budget. Supervision is received from the department Commissioner, who evaluates performance through frequent consultation, conferences and the review of written reports. Does related work as required.
TYPICAL WORK ACTIVITIES
Directs the planning,
organization and supervision of the operations and maintenance of town parks,
beaches and marinas;
Directs the planning
and development of new parks;
Confers with town
engineering and planning departments and professional consultants in the
design, planning and construction of new parks and recreational facilities;
Prepares drafts of bid
specifications for specialized equipment and materials used in park
maintenance, construction and other
work to go out on contract;
Supervises payroll,
accounting and recordkeeping activities;
Oversees the
preparation of the departmental budget and annual reports.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Comprehensive knowledge of the principles, practices and techniques of
park and beach management; thorough knowledge of the operational and
maintenance requirements of the grounds, equipment, buildings and other
facilities of parks, beaches and marinas; thorough knowledge of the principles,
practices and methods of public administration, budget preparation and office
management; ability to plan, assign and supervise the work of a large staff of
diversified personnel in a manner conducive to full performance and high
morale; ability to maintain accurate records and to prepare comprehensive
statistical and narrative reports on departmental operations; ability to
establish and maintain effective working relationships with department heads,
public officials and the general public; ability to express oneself clearly and
concisely, both orally and in writing; physical condition commensurate with the
demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a
standard senior high school or possession of a high school equivalency diploma,
and eight (8) years of experience in park administration, recreation facility
management or the supervision of park and/or recreation facility maintenance
activities.
NOTE: Additional experience in the areas indicated
above will be substituted for education on a year-for-year basis. Additional education in Public
Administration , Business Administration, Parks Administration or a related
field will be substituted for experience on a year-for-year basis up to a
maximum of four (4) years.
