DISTINGUISHING FEATURES OF THE CLASS

An employee in this class assists in the preparation and implementation of a budgetary control system for a town.  The incumbent acts for the Town Budget Officer in times of absence, and handles matters of a confidential nature.  The incumbent assists in analyzing departmental budgetary requests and recommends necessary changes to department heads and the Town Supervisor.  Work is reviewed by the Town Budget Officer and Town Supervisor through consultations, conferences and written reports.  Does related work as required.

        

TYPICAL WORK ACTIVITIES

         Assists the Town Budget Officer in the preparation and implementation of a budgetary control system for a town;

         Makes studies and prepares confidential reports on matters of budgetary policy and procedures, and assists the Town Budget Officer in developing them in final form;

         Assists in analyzing departmental budgetary requests;

         Assists the Town Budget Officer in the preparation of the annual budget, and in setting up and maintaining budgetary controls;

         Acts for the Town Budget Officer in times of absence; handles conferences;

         May represent the Town Budget Officer at meetings and conferences;

         Participates in the preparation of budget forms and instructions;

         Participates in the efficiency and effectiveness of a town's departments and programs; recommends pertinent changes.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of the principles, practices, methods and techniques of public finance and budgeting; good knowledge of the principles, practices, methods and techniques of public administration; good knowledge of statistical concepts and methods; knowledge of recent developments, current literature, and sources of information in public budgeting work; ability to analyze facts and to exercise sound judgment in arriving at conclusions; ability to keep a variety of records, and prepare and submit reports; ability to express oneself clearly and concisely both orally and in writing; ability to establish and maintain effective working relationships with employees, department heads and the general public; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

         OPEN COMPETITIVE

         Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree, and two (2) years of experience on a professional level in budgeting, accounting, auditing, finance or a related field.
