DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class assigns Security Guards to stations and inspects their performance of duties.  Work involves the supervision of security work at a municipal airport.  The incumbent enforces federal, state and local laws to protect the lives, property and legal rights of the public and is responsible for exercising sound judgment in emergencies.  Supervision is received from an administrative supervisor through observations of work and conferences.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

                Supervises Airport Security Guards engaged in security operations to ensure compliance with the Airport Security Plan and Federal and State Aviation Regulations;

                Assists in the provision of training classes;

                Inspects Airport Security Guards for proper uniform and conduct;

                Assists in first-aid treatment when necessary;

                Gives information and assistance to the general public;

                Patrols airport terminal and grounds to insure safety and security of airport;

                Reports security violations to various airport tenants;

                Makes oral and/or written reports of all occurrences on grounds and buildings to an administrative supervisor;

                Maintains and updates TSA or State approved Airport Security Plan with such attendant reports and data as mandated;

                Files the appropriate federal forms to verify that appropriate security measures are taken in the performance of security operations;

                May operate a patrol vehicle.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of the policies, rules and regulations governing the security of a municipal airport; good knowledge of airport facilities; knowledge of Transportation Security Regulations, Part 1542; ability to detect and report suspicious activities and evidence of property loss or damage; ability to assign and supervise the work of personnel in a manner conducive to positive work performance; ability to prepare accurate reports on incidents which occur; ability to enforce rules and regulations with tact and firmness; ability to react quickly and effectively to emergencies; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

                OPEN COMPETITIVE

                Graduation from a standard senior high school or possession of a high school equivalency diploma, and either:

                a) Four (4) years of experience in security operations at a commercial airport; or,

                b) Three (3) years of experience as a peace or police officer.

 

NOTE:  Additional education in the field of criminal justice will be substituted for experience on a year-for-year basis up to a maximum of two (2) years.

 

                PROMOTIONAL

                Two (2) years of permanent competitive status as an Airport Security Guard.

 

NECESSARY SPECIAL REQUIREMENTS

                1) There will be a qualifying psychological evaluation for open-competitive candidates.

                2) Candidate must be at least 21 years of age at the time of appointment.

                3) At the time of appointment and during employment in this title, employees must possess a valid license to operate a motor vehicle in New York State.

                4) Candidate must be a United States Citizen at the time of appointment.

                5) At the time of appointment to a position designated in Section 2.10 of New York State Criminal Procedure Law as having peace officer status, open-competitive candidates will be required to   possess a valid Suffolk County Pistol Permit.  Employees must maintain the permit throughout employment in this title.

                6) Open-competitive candidates will be required to successfully complete a CPR/AED Course given by the American Heart Association (AHA) or equivalent health care provider during the first year employment.  Employees in this title must maintain this certification throughout employment.                             

                7) After open-competitive appointment, persons designated as peace officers in Section 2.10 of New York State Criminal Procedure Law will be required to obtain a Peace Officer Training Certificate recognized by the New York State Municipal Police Training Council.
