DISTINGUISHING FEATURES OF THE CLASS

Under direct supervision, an employee in this class is responsible for inspecting a variety of types of public works in an assigned district to assure compliance with legal regulations and with prescribed specifications.  Work emphasis is upon inspecting work done by private contractors. Incumbents ordinarily work alone and are expected to make independent decisions requiring technical discretion.  Successful job perfor­mance requires knowledge of road and building construction procedures and building materials.  Work is subject to review by supervisors through oral and written reports and by inspection.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

             Inspects all construction in the public right of way within an assigned district; checks grade plan for proposed construction; checks sub-base for bearing and soil types; checks grade for density, checks surface for prime coat and faulty concrete; confers with builders and insures that town standards are being adhered to; makes written reports to supervisor as to progress on a percentage of completion basis;

             Assists contractors and engineers in interpreting plans and specifications let out to contractors; checks layout and grades of structures, using transient and level; checks materials and makes arrangements for tests by an approved laboratory as job progresses; makes weekly progress reports; 

             Supervises and inspects all work pertained to drainage for subdivisions on roads, according to plans and specifications;

             Supervises and inspects the grade and construction of sidewalks in subdivisions; inspects all driveways for compliance with applicable regulations;

             Inspects utility installations to determine compliance with approved permits and accompanying plans;

             Investigates complaints received; investigates encroachments to the public right of way; investigates water or flooding conditions; investigates poor road conditions such as rough pavements or holes; talks to people concerned and explains town viewpoint and policy on their particular request or complaint; makes progress report to supervisor.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of the principles, methods and equipment common to building construction and to street and sidewalk construction; good knowledge of applica­ble legal and administrative regulations relative to subdivision, utility, and general public works construction; good knowledge of the basic principles of engineering including site grading as they relate to public works and construction; ability to read and interpret a variety of blueprints, plans and specification applicable to public works construction; ability to make detailed technical inspections and to en­force regulations firmly, tactfully and impartially; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

             OPEN COMPETITIVE

             Either:

             a) Graduation from a college with federally-authorized accreditation or registration by NY State with an Associate's Degree in Engineering or a related field, and two (2) years of experience in the design, engineering or construction of public works projects or private construction projects involving site work as well as buildings; or,          

             b) Graduation from a standard senior high school, or vocational school in a job related field, or possession of a high school equiva­lency diploma, and four (4) years of experience in the design, engineering or construction of public works projects or private construction projects involving site work as well as buildings.

 

NOTE: Additional experience will be substituted for education on a year-for-year basis.

 

NECESSARY SPECIAL REQUIREMENTS

             At the time of appointment, and during employment in this title, employees must possess a valid license to operate a motor vehicle in New York State.

             All employees hired after January 1, 1985 must successfully complete the required basic training program entitled Minimum Standards for Code Enforcement Personnel, established by the State of New York Fire Fighting and Code Enforcement Personnel Standards and Education Commission.  The program must be completed in the appropriate time period as specified in the regulations, and upon completion, the required in-service training program must be attended as scheduled.
