DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class is responsible for supervising and participating in the work of inspecting a variety of types of public works for a town to assure compliance with legal regulations and with prescribed specifications.  Work involves scheduling the daily workload of Engineering Inspectors and reviewing their work through inspections and by the review of the reports.  The incumbent is responsible for personally making field inspections of the more difficult projects or on complaint cases.  Work involves the establishment and maintenance of personnel and activity files.  Work is performed under the supervision of an administrative supervisor and is reviewed for conformance to departmental policies and standards.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Plans, assigns and reviews the work of a small number of Engineering Inspectors engaged in making field inspections on all construction in the public right of way;

          Makes field inspections on the more complex and difficult projects and complaint cases;

          Establishes and maintains a variety of personnel and activity records and files;

          Meets with contractors or the general public in answering complaints received by the engineering office; investigates encroachments to the right of way; investigates water of flooding conditions; investigates poor road conditions such as rough pavements of holes; explains town policy on their particular request or complaint; makes progress reports to a professional supervisor.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles, methods and equipment common to building construction and to street and sidewalk construction; good knowledge of the basic principles of engineering including site grading as they relate to public works construction; good knowledge of applicable legal and administrative regulations relative to subdivision, utility, and general public works construction; ability to read and interpret a variety of blueprints, plans, specifications applicable to public works construction; ability to make detailed technical inspections and to enforce regulations firmly, tactfully and impartially; ability to plan, supervise and review the work of a small number of technical employees in a manner conducive to full performance and high morale; ability to maintain records and to prepare reports; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Either:

          a)  Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree in Engineering or a related field and two (2) years of supervisory experience in the design, engineering or construction of public works projects or private construction projects involving site work as well as buildings; or,

 

          b)  Graduation from a standard senior high school or possession of a high school equivalency diploma, and six (6) years of experience in the design, engineering or construction of public works projects of private construction projects involving site work as well as buildings, two (2) years of which must have been in a supervisory capacity.

         

NOTE:  Additional experience will be substituted for education on a

       year-for-year basis.

 

          PROMOTIONAL

          Two (2) years of permanent competitive status as an Engineering Inspector.

 

NECESSARY SPECIAL REQUIREMENT

All employees hired after January 1, 1985 must successfully complete the required basic training program entitled Minimum Standards for Code Enforcement Personnel, established by the State of New York Fire Fighting and Code Enforcement Personnel Standards and Education Commission.  The program must be completed in the appropriate time period as specified in the regulations, and upon completion, the required in-service training program must be attended as scheduled.
