FEATURES OF THE CLASS
An employee in this class assists the Chief County
Fire Marshal in planning and administering programs of fire safety and
prevention. The employee is responsible
for developing and coordinating fire training and mutual aid programs for paid
and volunteer fire departments and for assisting in administering the emergency
operations center. The incumbent is
expected to exercise independent judgment and initiative, and supervises a
small staff. Performance is reviewed by
the Chief County Fire Marshal through written reports, conferences and
inspections. Does related work as
required.
TYPICAL
WORK ACTIVITIES
Assists in developing and coordinating
fire-training programs for paid and volunteer firefighting groups;
Outlines and recommends new
training programs, including new and improved firefighting methods;
Makes recommendations pertinent to
the policies and programs of fire safety;
Assists in administering the
central Fire/Rescue dispatching unit program;
Addresses firefighters, public
officials and other organizations about fire prevention;
Makes fire safety inspections of
public and private buildings;
Prepares reports on the progress of
various programs and on new and improved methods of firefighting;
Conducts field surveys on the
condition of fire facilities;
Investigates fires as to cause and
assists police agencies in arson cases;
Coordinates and participates in the
County's Hazardous Materials Response Team;
Assists the Chief County Fire
Marshal in administering emergency management activities;
Performs all duties of Chief County
Fire Marshal as necessary.

PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of fire prevention and
firefighting techniques and pertinent laws and ordinances; thorough knowledge
of the laws, rules, regulations, aims and purposes of the State Fire Mobilization
and Mutual Aid Plan and of the fire service; good knowledge of the procedures
and practices of a central dispatch unit; ability to establish and maintain
good relationships with professional and civic groups; ability to conduct
investigations and surveys and prepare reports; ability to supervise in a
manner conducive to full performance and high morale; ability to express
oneself clearly and concisely, both orally and in writing; physical condition
commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Either:
(a) Graduation from a college with
federally-authorized accreditation or registration by NY State with an
Associate's Degree in the field of fire science and four (4) years of
experience as either a paid or a volunteer member of a fire department actively
involved in firefighting, fire prevention and fire safety; or,
(b) Possession of a certificate in
the field of fire science awarded by a college with federally-authorized
accreditation or registration by NY State and five (5) years of experience as
either a paid or a volunteer member of a fire department actively involved in
firefighting, fire prevention and fire safety; or,
(c) Graduation from a standard
senior high school or possession of a high school equivalency diploma recognized
by the New York State Education Department and six (6) years of experience as
either a paid or volunteer member of a fire department actively involved in
firefighting, fire prevention and fire safety; or,
(d) An equivalent combination of
education and experience as defined by the limits of (a), (b) and (c).
PROMOTIONAL
One (1) year of permanent
competitive status as a Fire Marshal II.
NECESSARY
SPECIAL REQUIREMENTS
1. At the time of appointment and
during employment in this title, candidates will be required to possess a valid
license to operate a motor vehicle in New York State.
2. All employees hired after
January 1, 1985 must successfully complete the required basic training program
entitled Minimum Standards for Code Enforcement Personnel, established by the
State of New York Fire Fighting and Code Enforcement Personnel Standards and
Education Commission. The program must be
completed in the appropriate time period as specified in the regulations, and
upon completion, the required in-service training programs shall be attended as
scheduled.
3. The incumbent will be required,
after appointment, to obtain a Peace Officer Training Certificate recognized by
the New York State Municipal Police Training Council. For employees appointed
on a promotional basis, a certificate obtained for the employment in the lower
title is still valid.
