DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for the planning, assignment and supervision of all personnel engaged in the area of fire protection and safety.  The employee is responsible for administering the policies, procedures and regulations of the County Fire Marshal's Office through organizing and directing the activities of subordinate technical and clerical personnel and providing for the education for local fire departments.  The employee is responsible for the overall planning, directing and coordinating of various programs to cope with fires and other public emergencies and for establishing and maintaining standards of operation and enforcing State or otherwise adopted Fire Codes.  The employee assists in the operation of the County emergency operations center.  Work is performed under the direction of the Commissioner of Fire, Rescue and Emergency Services and is reviewed through conferences and reports, and for achievement of desired results.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Supervises and conducts fire safety inspections of public and private schools and public buildings;

          Supervises the investigation of complaints, follows up cases and re-inspection of premises to insure correction of violations;

          Supervises and participates in the inspection of sites after fires to determine the cause of the fire; may assist the County, town or village police department in the investigation of cases of suspected arson;

          Coordinates the activities of a central Fire/Rescue dispatch unit;

          Plans and organizes the County Mutual Aid Program and the mutual aid programs for the paid and volunteer fire departments in the County;

          Consolidates reports of investigative activities and prepares periodic reports of the status of programs and departmental activities;

          Represents the Commissioner at conferences and meetings, and issues orders and instructions under authority delegated by the Commissioner;

          Supervises, and coordinates along with other County agencies, the activities of the County's Hazardous Materials Response Team;

          Assists in the planning and implementation of emergency management programs and in the operation of the County emergency operations center;

          Serves on the County’s Portable Fire Extinguishing and Automatic Fire Extinguishing Systems Licensing Board (FELB).

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of modern firefighting and fire prevention techniques and of typical sources of fire hazards in buildings and equipment; comprehensive knowledge of all applicable laws, rules and regulations and ordinances; comprehensive knowledge of the aims and purposes of the State Fire Mobilization and Mutual Aid Plan; thorough knowledge of the methods and procedures used in operating an efficient central dispatching unit; good knowledge of geography and political subdivisions of the County; ability to detect fire hazards in buildings and equipment; ability to explain pertinent provisions of laws and regulations to property owners, municipal officials and the public and to enforce fire safety laws with firmness, tact and impartiality; ability to keep simple records and prepare reports; ability to plan, develop, coordinate and supervise the work of others in a manner conducive to full performance and high morale; ability to establish and maintain good public relations and effective lines of communication with civic and professional groups; ability to express oneself clearly and concisely, both orally and in writing; good judgment; tact; courtesy; physical condition commensurate with the demands of the position.             

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Either:

          (a) Graduation from a college with federally-authorized accreditation or registration by NY State with an Associate's Degree in the field of fire science and four (4) years of experience as either a paid or volunteer member of a fire department actively involved in firefighting, fire prevention and fire safety, at least two (2) years of which must have been in a supervisory position; or,

          (b) Possession of a certificate in the field of fire science awarded by a college with federally-authorized accreditation or registration by NY State and five (5) years of experience as either a paid or volunteer member of a fire department actively involved in firefighting, fire prevention and fire safety, at least two (2) years of which must have been in a supervisory position; or,

          (c) Graduation from a standard senior high school or possession of a high school equivalency diploma recognized by the New York State Education Department and six (6) years of experience as either a paid or a volunteer member of a fire department actively involved in firefighting, fire prevention and fire safety, at least two (2) years of which must have been in a supervisory position; or,

          (d) An equivalent combination of education and experience as defined by the limits of (a), (b), and (c).

          PROMOTIONAL

          Either:

          (a) One (1) year of permanent competitive status as an Assistant Chief County Fire Marshal; or,

          (b) Two (2) years of permanent competitive status as a Fire Marshal II.

 

NECESSARY SPECIAL REQUIREMENTS

          1. At the time of appointment and during employment in this title, candidates will be required to possess a valid license to operate a motor vehicle in New York State.

          2. All employees hired after January 1, 1985 must successfully complete the required basic training program entitled Minimum Standards for Code Enforcement Personnel, established by the State of New York Fire Fighting and Code Enforcement Personnel Standards and Education Commission.  The program must be completed in the appropriate time period as specified in the regulations, and upon completion, the required in-service training programs shall be attended as scheduled.

          3. The incumbent will be required, after appointment, to obtain a Peace Officer Training Certificate recognized by the New York State Municipal Police Training Council. For employees appointed on a promotional basis, a certificate obtained for the employment in the lower title is still valid.
