DISTINGUISHING FEATURES OF THE CLASS

An employee in this class manages a unit of Housing Inspectors and Senior Housing Inspectors in a town to enforce compliance with town housing codes and ordinances.  The incumbent assigns field work and assists inspectors in handling the more difficult cases.  The work is performed under the supervi­sion of an administrative supervisor through conferences and written re­ports. Performs related work as required.

 

TYPICAL WORK ACTIVITIES

          Assigns and reviews the work of a group of Housing Inspectors and Senior Housing Inspectors in the investigation of violations of housing regulations or multiple residence laws;

          Assists Housing Inspectors in handling difficult cases;

          Prepares and serves notices to remove violations;

          Orders follow-up investigations to ascertain whether violations have been removed;

          Determines when voluntary compliance efforts should be abandoned in favor of filing charges in court;

          Keeps record of complaints handled by the unit and prepares periodic reports for administrative supervisors;

          Confers with other town departments on matters related to housing regulations.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of State and local laws and ordinances regarding housing; thorough knowledge of legal procedures used in enforcing housing regulations; good knowledge of modern office procedures and practices; ability to plan and supervise the work of a good sized unit in a manner conducive to attaining good work efforts and cooperation from the employees; ability to prepare reports, study trends and plan for meeting housing division requirements; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Either:

          a)  Graduation from a New York State or Regionally accredited college or university with a Bachelor of Science Degree in Architecture, Civil Engineering, Construction Technology or a related field and two (2) years of experience in building construction or inspectional or investigative work enforcing codes and ordinances relating to the safety of building structures and occupancy, two (2) years of which must have been in a supervisory capacity; or,

         

          b)  Graduation from a standard senior high school, vocational school or possession of a high school equivalency diploma and six (6) years of experience in building construction or inspectional or investigative work enforcing codes and ordinances relating to the safety of building structures and occupancy, two (2) years of which must have been in a supervisory capacity.

 

NOTE:  Experience will be substituted for education on a year-for-year basis.

         

          PROMOTIONAL

          Two (2) years of permanent competitive status as a Senior Housing Inspector.

 

NECESSARY SPECIAL REQUIREMENT

          Candidates must possess a valid New York State driver's license at the time of appointment and throughout the period of employment.

 

          All employees hired after January 1, 1985 must successfully complete the required basic training program entitled Minimum Standards for Code  Enforcement Personnel, established by the State of New York Fire Fighting and Code Enforcement Personnel Standards and Education Commission.  The program must be completed in the appropriate time period as specified in the regulations, and upon completion, the required in-service training programs must be attended as scheduled.
