DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is responsible for planning, assigning and
supervising the work of plumbing inspectors and office personnel. The incumbent performs the more difficult
inspections that are encountered. A
major responsibility is to interpret plumbing and heating codes to contractors,
architects and the general public.
Performs related work as required.
TYPICAL WORK ACTIVITIES
Assigns
work to and supervises the activity of a number of plumbing inspectors;
Supervises and
participates in the inspection of installations and repairs for conformance
with local health and plumbing codes;
Supervises and
participates in the examination of blueprints and plans of plumbing and heating
installations; checks conditions such as pipe size, ventilation, and other
plumbing details for compliance with codes and regulations;
Supervises and
participates in the inspection of ground work prior to installation of
plumbing; inspects plumbing installed above the ground such as water pipes,
waste connections, vent stacks through roofing; and all visible plumbing for
proper fixture defects and leaks as well as determining that all plumbing and
fixtures are in proper working order;
Supervises and
participates in the inspection of heating systems to insure proper connections
and safety of operation;
Issues Certificates of
Approval for projects which meet department specifications; writes rejection or
violation notices citing reason for rejection for those projects which do not
meet the minimum standards;
Discusses plumbing and
heating installation procedures with contractors, property owners and other
interested parties, explains and interprets plumbing and heading codes and
standards.

CHARACTERISTICS
Thorough knowledge of the methods and practices involved in installing repairing,
and maintaining a variety of plumbing and heating installations, equipment and
appliances; thorough knowledge of possible defects and faults in plumbing
systems and appliances, and of standard testing practices; thorough knowledge
of the codes and regulations governing plumbing installation in the County;
ability to detect and locate defective plumbing and to ascertain the stage of
installation at which defects are easily found and remedied; ability to read
and interpret plumbing construction plans and specifications and to recognize
deviations of such plans in the construction plans; ability to enforce codes
and regulations firmly, tactfully, and impartially; ability to express oneself
clearly, concisely, orally and in writing; physical condition commensurate to
the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Graduation
from a standard senior high school, vocational school or possession of a high
school equivalency diploma and six (6) years of experience as a plumber, two
(2) years of which must have been in a supervisory capacity.
NOTE:
Experience will be substituted for education on a year-for-year basis.
PROMOTIONAL
Two
(2) years of permanent competitive status as a Plumbing Inspector.
NECESSARY SPECIAL REQUIREMENT
Candidates must possess a
valid New York State driver's license at the time of appointment and throughout
the period of employment.
All
employees hired after January 1, 1985 must successfully complete the required
basic training program entitled Minimum Standards for Code Enforcement
Personnel, established by the State of New York Fire Fighting and Code
Enforcement Personnel Standards and Education Commission. The program must be completed in the
appropriate time period as specified in the regulations, and upon completion,
the required in-service training programs must be attended as scheduled.
