DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class performs technical and supervisory duties in the inspection of signs and the issuance of sign permits for a town.  Applications for signs are received and are checked for appropriate size and type of sign, setback, construction, fee and other adherence to zoning regulations.  The incumbent makes field inspections to ascertain compliance with local zoning codes and ordinances.  The incumbent maintains a file system for renewal and approval of sign permits and makes recommendations for changes in ordinances, forms and fees.  The incumbent supervises a small staff of clerical personnel and Sign Inspectors.  Work is reviewed by an administrative supervisor through conferences and written reports. Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Recommends revisions in policy regarding ordinances, forms and fees;

          Maintains a system for sign permit approvals and renewals;

          Reviews construction plans of signs before construction to ensure confor­mance with local codes;

          Inspects newly completed as well as existing signs for code compliance;

          Investigates complaints regarding sign violations;

          Assists applicants in the preparation of sign permits;

          Meets with sign company representatives to discuss manufacture, use and display of signs within a town.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the various types of signs and the methods of their installation and construction; thorough knowledge of existing codes and regula­tions governing signs and their installation in a particular township; ability to recognize faulty sign construction or installation; ability to read and interpret sign plans and to recognize deviations from such plans in the complet­ed signs; ability to supervise the work of employees in a manner conducive to full performance and high morale; ability to enforce codes and regulations in a firm, tactful and impartial manner; ability to keep records and make written and oral reports; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Graduation from a standard senior high school, vocational school or possession of a high school equivalency diploma, and two (2) years of experience in sign or building construction, one (1) year of which must have been in sign construction or inspection.

 

NOTE: Experience will be substituted for education on a year-for-year basis.

 

          PROMOTIONAL

          One (1) year of permanent competitive status as a Sign Inspector.

 

NECESSARY SPECIAL REQUIREMENTS

At the time of appointment and during employment in this title, employees will be required to possess a valid license to operate a motor vehicle in New York State.

 

All employees hired after January 1, 1985 must successfully complete the required basic training program entitled Minimum Standards for Code Enforcement Personnel, established by the State of New York Fire Fighting and Code Enforce­ment Personnel Standards and Education Commission.  The program must be complet­ed in the appropriate time period as specified in the regulations, and upon completion, the required in-service training programs must be attended as scheduled.
