FEATURES OF THE CLASS
Under general
supervision, an employee in this class performs highly responsible work in
managing the administrative, investigatory and fiscal functions of the
Accessory Apartment Review Board office.
The incumbent provides supervision of the code enforcement staff,
general office staff, budget preparation and maintenance. The incumbent presides over public hearings
called to determine the imposition of civil penalties to violators of the
Accessory Apartment Law. Supervision is
subject to the review by the Chairperson through conferences and reports. Does related work as required.
TYPICAL WORK
ACTIVITIES
Manages several administrative functions including code enforcement personnel and other office staff;
Presides over public hearings in
accordance with the provisions of the Accessory Apartment Law;
Sets agency policy regarding the conduct of code enforcement as it regards the mandate of the Accessory Apartment Review Board;
Prepares the annual budget request for
review by the Chairperson; discusses the budget request with the Town Budget
Officer, and prepares periodic earnings and expenditure reports at the
direction of the Chairperson or a majority of the Accessory Apartment Review
Board;
Represents the Chairperson in working
with other town departments and agencies;
Assists in the design and implementation
of management information systems;
Plans and presides over the execution of
methods to ensure compliance with the law on the part of those individuals who
maintain apartments in violation of the town code.

PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough
knowledge of investigative and code enforcement techniques; thorough knowledge
of the principles and practices of financial administration, budgeting,
statistical concepts and methods and techniques used in administrative
research; thorough knowledge of modern office equipment including computers;
ability to rapidly comprehend town zoning law and its application; ability to
plan, organize and supervise the work of a staff of code enforcement officers
and other office employees in a manner conducive to full performance and high
morale; ability to prepare operating and statistical reports, graphs and
charts; ability to express oneself clearly and concisely, both orally and in
writing; ability to conduct public business in a way that builds and maintains
the respect of the public served; physical condition commensurate with the
demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Either:
a) Graduation from a New York State or
Regionally accredited college or university with a Bachelor's Degree, and (5)
years of experience in investigative work or law enforcement, two (2) years
which must have been in the supervision of investigations; or,
b) Graduation from a standard senior high
school or possession of a high school equivalency diploma, and nine (9) years
of experience in investigative work or law enforcement, two (2) years which
must have been in the supervision of investigations; or,
c) An equivalent combination of education
and experience as defined by the limits of a) and b).
