DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class serves as a hearing officer in proceedings involving the application of accessory apartment permits.  The incumbent is responsible for issuing or denying permits for accessory apartments.  The employee is required to exercise independent judgment within established guidelines.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

         Conducts hearings involving issues related to the application of accessory apartments;

         Approves and issues or denies accessory apartment permits;

         Schedules hearings;

         Reviews applications to make sure all requirements have been met;

         May after a hearing, revoke, modify or annul a permit previously issued 

         Keeps and maintains minutes of the proceedings;

         File determinations with the Town Clerk as a public record;

         Renders written decisions of all hearings.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of accessory apartment requirements and the reasons for them; ability to interpret the Town Code as it pertains to accessory apartments; Good knowledge of the proper procedure for conducting official hearings; ability to effectively communicate with the public; ability to use computers and maintain an accurate record keeping system; ability to express oneself clearly and concisely, both orally and in writing; physical conditions commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

         a) Graduation from a New York State or Regionally accredited college or university with a Bachelor's degree and two (2) years of experience in the review or interpretation of town code; or,

         b) Graduation from a standard senior high school or possession of a high school equivalency diploma and six (6) years of experience in the review or interpretation of town code; or,

         c) Possession of a license to practice law in New York State; or,

         d) An equivalent combination of education and experience as defined by the limits of a) and b).
