DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is
responsible for planning, organizing, directing and coordinating the staff,
programs and activities of a public housing authority and for functioning as
the secretary to the Housing Authority Board. The employee makes decisions
within existing policies and participates in the formulation of new policies
and procedures. Responsibilities include coordinating the work of the Housing
Authority with other units of local government, state and federal agencies. As
the secretary, the employee attends all board meetings. Work is performed in
accordance with broad policies and objectives outlined by the Housing Authority
with considerable leeway for use of independent judgment. Does related work as
required.
TYPICAL WORK ACTIVITIES
Supervises
the management and operation of all existing Housing Authority projects and the
planning and development of all future Housing Authority projects;
Directs
and coordinates all approved programs, projects and activities of the staff;
Functions
as secretary to the Housing Authority Board and, in this capacity, prepares
agendas and attends all meetings of the Board of Commissioners;
Recruits,
hires, trains and motivates staff personnel; makes all staff promotions and
terminations; conducts performance and salary reviews;
Executes
correspondence, contracts and commitments as may be authorized by the Board of
Commissioners or established policies;
Promotes
community interest in the activities of the Authority and reports activities of
the Board and the Authority through the media;
Develops,
recommends and operates within an annual budget;
Develops,
implements and coordinates the specific policies, operating procedures and
programs to implement the general policies established by the Board of
Commissioners;
Plans
and executes all communications to the general public which may include an
annual report, newsletters, general mailings, news releases, etc.;
Attends
conferences and meetings with local, state and federal agencies.
FULL PERFORMANCE KNOWLEDGES, SKILLS,
ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive knowledge of the New York
State Public Housing Law; thorough knowledge of the laws, rules and regulations
governing the planning, financing, construction and operation of public housing
facilities; thorough knowledge of the principles and practices of public
administration as they relate to public housing; good knowledge of the
principles of real estate management; ability to plan and direct the work of
others; ability to interpret the program of the Housing Authority to the
public; ability to communicate effectively both verbally and in writing;
physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
There are no qualifications for this position as it is in the Exempt
class.
