DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class receives, investigates, and processes complaints of alleged violations of ordinances and requests for summonses and litigation from all town or village departments, town or village officials, and from taxpayers.  Summonses are issued and documents are prepared for court.  The incumbent appears as a witness in District Court and other courts.  Supervision is exercised over a staff of inspectors, investigators, and clerical personnel and is received from administrative supervisors through conferences and written reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Investigates and processes complaints about alleged violations from all town or village departments, department officials, and from the general public;

            Issues summonses when needed and appears as a witness in District Court or other Courts;

            Prepares documents for attestation in Court;

            Supervises the maintenance of filing systems and records of all activities for the unit;

            May monitor tow-truck operators, taxicab operators, other licenses, places of public assembly, licensed peddlers;

May monitor vehicle recovery program;

            Inspects and, at times, conducts surveillance of reported violations.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS

Good knowledge of the principles, practices, and procedures necessary for the enforcement of town and village codes; good knowledge of the principles, practices, and procedures used in investigative work; good knowledge of the geography of the town or village; ability to assist in the preparation of cases for court; ability to prepare and submit comprehensive activity and case reports; ability to make investigations and inspections, and to make independent decisions as to the legality of an act; ability to supervise the activities of a staff of inspectors, investigators, and clerical personnel in a manner conducive to high morale; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree, and two (2) years of experience in inspectional or investigative work which utilizes codes or standardized procedures and regulations pertaining to public order and safety; or,

            b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and six (6) years of experience in inspectional or investigative work which utilizes codes or standardized procedures and regulations pertaining to public order and safety; or,

            c) Additional experience as defined in a) and b) may be substituted for education on a year-for-year basis.

 

            PROMOTIONAL

            Either:

            Two (2) years of permanent competitive status as an Ordinance Inspector; or,

            Two (2) years of permanent competitive status as an Ordinance Inspector (Spanish Speaking); or,

            Two (2) years of permanent competitive status in the Town of Smithtown as an Investigator II or Town Investigator.

 

NECESSARY SPECIAL REQUIREMENT

All employees hired after January 1, 1985 must successfully complete the required basic training program entitled Minimum Standards for Code Enforcement Personnel, established by the State of New York Fire Fighting and Code Enforcement Personnel Standards and Education Commission.  The program must be completed in the appropriate time period as specified in the regulations, and upon completion, the required in-service training programs must be attended as scheduled.
