DISTINGUISHING FEATURES OF THE CLASS

Under general direction, an employee in this class administers and oversees the activities of the Department of Code Enforcement in a town.  In that capacity, the incumbent personally conducts confidential investigations and also supervises inspec­tion and code enforcement personnel employed by the jurisdiction in the areas of fire safety inspection and ordinance inspection and enforcement.  Work is performed under general direction of the Town Supervisor and the Town Board and is reviewed for the achievement of desired results.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Administers the Department of Code Enforcement, which includes fire safety and ordinance enforcement;

          Supervises Fire Marshals, Ordinance Enforcement Officers and all other subordi­nate positions in the department;

          Interviews, selects and recommends candidates for appointment to subordinate positions;

          Supervises training of new personnel;

          Prepares or approves schedules and tours of duty for all staff;

          Personally conducts confidential investigations of complaints filed against Town officers and employees;

          Prepares and administers departmental budget.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of relevant laws, ordinances, rules and regulations effective in a Township; good knowledge of the principles, practices and procedures used in investigative work; ability to explain pertinent provisions of laws and regulations to property owners, municipal officials and the general public and to enforce fire safety and other laws, ordinances, rules and regulations with firmness, tact and impartiality; ability to supervise others in a manner conducive to full performance and high morale; ability to communicate effectively, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          (a) Graduation from high school or possession of a high school equivalency diploma and four (4) years of inspection or investigative experience, at least one (1) year of which must have been in a supervisory capacity; or,

          (b) Graduation from a New York State or Regionally accredited college with an Associates Degree in Criminal Justice and two (2) years of inspection or investi­gative experience, at least one (1) year of which must have been in a supervisory capacity; or,

          (c) An equivalent combination of training and experience as defined by the limits of (a) and (b).

 

NECESSARY SPECIAL REQUIREMENT

All employees hired after January 1, 1985 must successfully complete the required basic training program entitled Minimum Standards for Code Enforcement Personnel, established by the State of New York Fire Fighting and Code Enforcement Personnel Standards and Education Commission.  The program must be completed in the appropriate time period as specified in the regulations, and upon completion, the required in-service training programs must be attended as scheduled.
