DISTINGUISHING
FEATURES OF THE CLASS
An employee in
this class is responsible for the enforcement of state and municipal building,
assessment, plumbing, housing, zoning, residential, electrical and site review
codes, laws, and ordinances. Work is
performed under general supervision and the incumbent is expected to exercise
decision-making authority in implementing and enforcing the requirements of the
position. Supervision is exercised over
a staff of technical and clerical personnel. Does related work as required.
TYPICAL WORK
ACTIVITIES
Organizes and directs the work of
the division to derive maximum effectiveness and efficiency from the work of
the unit;
Advises the public and staff on
interpretation of codes and ordinances regulating building and housing;
Enforces the statutes, laws,
ordinances and codes regulating building, zoning and housing;
Prepares budget estimates and
departmental activity reports;
Maintains comprehensive records in
connection with applications, permits, inspection reports and orders relating
to building projects and housing inspections;
Reviews plans and specifications
submitted with building permit applications for compliance with appropriate
building and zoning laws, codes and ordinances;
Investigates complaints to determine
if code or ordinance violations have occurred.

KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough
knowledge of provisions of the State and local laws, codes and ordinances to be
enforced; thorough knowledge of the methods, materials and terminology of the
building construction trade; good knowledge of assessment practices and
procedures; good knowledge of principles, practices and procedures used in
public administration; ability to read and interpret plans and specifications;
ability to plan and supervise the work of others; ability to express ideas
clearly and effectively; ability to prepare and maintain written records and
reports; ability to manage several functions of government; ability to follow
oral and written instructions and exercise sound professional judgment;
physical condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a college with federally-authorized
accreditation or registration by NY State with a Bachelor's Degree in
Architecture, Engineering or Planning, and five (5) years of experience in a
managerial or supervisory capacity in architecture, engineering, building
construction or municipal planning.
NOTE: Additional
relevant experience will be substituted for education beyond high school on a
year for year basis.
NECESSARY SPECIAL
REQUIREMENT
Depending upon the nature of the
assignment, at the time of appointment, and during employment in this title,
employees must possess a valid license to operate a motor vehicle in New York
State.
All employees hired after January 1,
1985 must successfully complete the required basic training program entitled
Minimum Standards for Code Enforcement Personnel, established by the State of
