DISTINGUISHING FEATURES OF THE CLASS
The
work involves directing the functions of the Department of Building and Housing
in a town. The incumbent is directly
responsible to the appointing authority for administering the policies,
procedures and regulations of a town building and housing department through
coordination and direction of the activities of subordinate technical and
clerical personnel. The employee is
responsible for establishing laws, rules and regulations of the town. Performs related work as required.
TYPICAL WORK ACTIVITIES
Organizes and directs the
work of the division to derive maximum effectiveness and efficiency from the
work of the unit;
Advises the public and subordinates on interpretation of codes and ordinances regulating building and housing;
Supervises study of
advisability of revision of existing codes and ordinances;
Enforces the statutes,
laws, ordinances and codes regulating building and housing;
Prepares budget estimates
and departmental activity reports;
Trains personnel for
specialized assignments;
Is responsible for the
maintenance of comprehensive records in connection with applications, permits,
inspection reports and orders relating to building projects and housing
inspectors.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Thorough
knowledge of laws, codes and ordinances regulating building and housing;
thorough knowledge of building methods and materials; good knowledge of modern
office practices and procedures; ability to plan and direct the work of
employees in a manner conducive to full performance and high morale; ability to
express oneself clearly and concisely both orally and in writing; ability to
establish and maintain a comprehensive record storage and retrieval system;
physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
Graduation
from a New York State or Regionally accredited college or university with a
Bachelor's Degree in Engineering or Architecture and six (6) years of
experience in engineering, architecture, building construction or inspection.
NOTE:
Additional relevant experience may be substituted for education on a
year-for-year basis up to a maximum of four (4) years.
NECESSARY SPECIAL REQUIREMENT
All
employees hired after January 1, 1985 must successfully complete the required
basic training program entitled Minimum Standards for Code Enforcement
Personnel, established by the State of New York Fire Fighting and Code
Enforcement Personnel Standards and Education Commission. The program must be completed in the
appropriate time period as specified in the regulations, and upon completion,
the required in-service training programs must be attended as scheduled.
