DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is responsible for planning, design, construction and alteration of town building, housing and engineering projects. This is a professional engineering position with administrative and supervisory responsibilities for the functions of the Department of Engineering, Building and Housing. The incumbent provides professional engineering services and consultation to the Town Board, and administers the departments in a manner that assures compliance with the laws and codes regulating building, housing and engineering. Supervision is exercised over professional and clerical staff. Does related work as required.
TYPICAL WORK ACTIVITIES
Directs
the planning, design, construction and alteration of town building, housing and
engineering projects;
Reviews,
plans and makes recommendations to the Town Board for major town building and
housing improvements;
Provides
professional engineering and inspection services to the Town Board and special
improvement districts in connection with land development, site improvements,
grade limitations, drainage and related projects;
Enforces
the statutes, laws, ordinances and codes regulating town building, housing and
engineering projects;
Responsible
for the maintenance of comprehensive records in connection with applications,
permits issued, certificates, inspections, reports and orders relating to
building, housing and engineering projects;
Responsible
for preparing and preserving surveys, maps, plans, estimates and drawings
relating to streets, highways, parks, public grounds and other town projects.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Comprehensive knowledge of the principles and practices
of civil engineering; comprehensive knowledge of laws, codes, ordinances and
the legislation enactments regulating public engineering, building and housing;
thorough knowledge of materials used in building construction and stages of
construction to determine possible defects and violations; good knowledge of
modern office practices and procedures; ability to plan and direct the work of
engineers, contractors and other departmental personnel in a manner conducive
to full performance and high morale; ability to express oneself clearly and
concisely, both orally and in writing; ability to maintain a comprehensive
record keeping system; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS

Three
(3) years of experience in civil engineering and building construction after
the acquisition of a professional engineer's license issued by New York State.
NECESSARY SPECIAL REQUIREMENTS
At the time of appointment, and during employment in this
title, employees must possess a valid license to operate a motor vehicle in New
York State.
All employees hired after January 1, 1985 must
successfully complete the required basic training program entitled Minimum
Standards for Code Enforcement Personnel, established by the State of New York
Fire Fighting and Code Enforcement Personnel Standards and Education
Commission. The program must be completed in the appropriate time period as
specified in the regulations, and upon completion, the required in-service
training programs must be attended as scheduled.
