DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is involved in assisting the
Town Director in administering the functions of the Department of Engineering,
Building and Housing. This is a professional
engineering position with administrative and supervisory responsibility. The incumbent is empowered to act as department
head in the absence of the Director. The
incumbent plans, directs and administers the functions related to building and
housing. The incumbent exercises
supervision over a number of professional, technical and clerical staff. Does related work as required.
TYPICAL WORK ACTIVITIES
Acts as
department head in the absence of the Director;
Plans,
directs and administers the functions related to building and housing;
Coordinates
and directs investigations of complaints and violations; maintains records of
investigations and related enforcement action;
Investigates
hazardous construction and construction failures; assigns corrective measures
for elimination of hazardous conditions;
Inspects
the more complex building code problem cases; approves code variations;
Provides
technical information and advice to other town departments, government agencies
and the general public on matters relating to building, housing, fire,
plumbing, electrical and zoning codes and ordinances;
Reviews
and approves new materials and methods used in construction;
Supervises
the work of building, engineering, housing, multiple-residence, plumbing,
zoning and sign inspectors;
Reviews,
approves or rejects applications for permits and certificates;
Plans,
administers and approves the budget and expenditures related to building and
housing;
Supervises
the maintenance of personnel records and equipment records.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Thorough knowledge of the principles and practices of
civil engineering; thorough knowledge of laws, codes, ordinances and legislative
enactments regulating public engineering, building and housing; good knowledge
of developments in current literature and sources of information on public
engineering, building and housing projects; good knowledge of the stages of
construction and approved building materials; good knowledge of the methods and
techniques of office management, organization and supervision; some knowledge
of budgeting; ability to differentiate between acceptable and unacceptable
standards and materials related to engineering, building and housing; ability
to interpret to non- technical personnel technical information relating to
codes and ordinances; ability to maintain a comprehensive record-keeping file;
ability to effectively plan, organize and supervise a staff in a manner
conducive to good performance and high morale; ability to establish and
maintain effective departmental and public relations; ability to organize and
analyze data and prepare comprehensive reports; physical condition commensurate
with the demands of the position.
MINIMUM QUALIFICATIONS

Two (2)
years of experience in civil engineering and building construction after the
acquisition of a Professional Engineer's License issued by the State of New
York.
NOTE: Professional Engineer's License must be
maintained during the term of employment.
NECESSARY SPECIAL REQUIREMENTS
At the time of appointment, and during employment in this
title, employees must possess a valid license to operate a motor vehicle in New
York State.
All employees hired after January 1, 1985 must
successfully complete the required basic training program entitled Minimum
Standards for Code Enforcement Personnel, established by the State of New York
Fire Fighting and Code Enforcement Personnel Standards and Education
Commission. The program must be completed
in the appropriate time period as specified in the regulations, and upon
completion, the required in-service training programs must be attended as
scheduled.
