DISTINGUISHING FEATURES OF THE
CLASS
An employee in this class is a
department head with responsibility for directing all activities of the Town of
Smithtown Building Department including inspections, construction, renovations,
demolition, zoning, and all personnel and other administrative functions. The incumbent is responsible for assuring
compliance with all applicable laws, codes and regulations. A position in this
class differs from that of Chief Building Inspector in that the incumbent, as a
department head, exercises broad responsibility for developing and setting all departmental
policies and procedures. Direct
supervision is exercised over professional and clerical staff. Administrative supervision is received from the
Town Supervisor and Town Board through consultation, conferences and review of
oral and written reports. Does related
work as required.
TYPICAL WORK ACTIVITIES
Directs
all technical departmental functions including enforcement of all statutes,
laws, ordinances and regulations governing the construction, alteration,
repair, removal and demolition of buildings and structures; Directs
and participates in all administrative functions including personnel, budget
preparation and administration, and maintenance of official departmental
records;
Makes
recommendations to the Town Board as to the advisability of revising existing
building codes and ordinances;
Formulates and implements performance standards to measure program, department
and employee productivity;
Initiates
legal proceedings upon detection of violations of state, county or local
building laws;
Reviews,
makes final approval and signs all Building and Zoning permits and Certificates
of Occupancy;
Appears
and testifies before meetings of the Zoning Board of Appeals.
FULL PERFORMANCE KNOWLEDGES,
SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive knowledge of laws,
codes, ordinances and legislation enactments regulating building construction,
inspection and zoning; thorough knowledge of materials used in building
construction and stages of construction to determine possible defects and
violations; ability to plan, assign, and review the work of a number of
technical and office personnel in a manner conducive to full performance and
high morale; ability to express oneself
clearly and concisely, both orally and in writing; physical condition
commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Either:
(a)
Graduation from a New York State or regionally accredited college or university
with a Bachelor's Degree in Architecture, Civil Engineering, Construction
Technology, Planning or a related field and six (6) years of experience in building
construction, inspection, zoning or a related field, three (3) years of which
must have been in a supervisory capacity; or,
(b)
Graduation from a standard senior high school or possession of a high school
equivalency diploma and ten (10) years of experience in building construction,
inspection, zoning or a related field, three (3) years of which must have been
in a supervisory capacity; or,
(c)
An equivalent combination of education and experience as defined by the limits
of (a) and (b).
PROMOTIONAL
Two
(2) years of permanent competitive status as a Chief Building Inspector.
NECESSARY SPECIAL REQUIREMENT
Employees must successfully
complete the required basic training program entitled Minimum Standards for
Code Enforcement Personnel, established by the State of
