FEATURES OF THE CLASS
An employee in this class performs highly responsible work in the administration of the Licensing Investigations Bureau in the Suffolk County Labor, Licensing and Consumer Affairs Department. The incumbent establishes policy and procedures related to the investigation of potential violations of Suffolk County occupational licensing laws, labor and consumer laws, and, defective work in licensed trades. Responsibilities include directing, coordinating and supervising the work of the investigations staff within the Licensing Investigations Bureau. Emphasis is on the high level of administrative responsibilities and the use of independent judgment and initiative. Work is performed under the general direction of the Chief Deputy Commissioner of Labor, Licensing and Consumer Affairs through conferences and written reports. Does related work as required.
TYPICAL WORK
ACTIVITIES
Supervises Consumer Affairs Investigators,
Investigations Assistants and clerical staff in the Licensing investigations
Bureau;
Establishes investigative priorities
and oversees investigations to resolve complaints regarding deceptive trade
practices, defective work in licensed trades, non-compliance with consumer or
labor laws, or potential violation of any federal, state, or county law
enforced by the Licensing Investigations Bureau;
Reviews reports and findings of the investigations conducted;
Attempts to mediate and resolve
consumer complaints related to licensing;
Researches local laws, statutes,
decisions and rulings pertaining to deceptive trade practices and current trade
standards and their regulation;
Recommends disposition of cases
according to specified regulations;
Prepares reports of complaint
investigations and their results;
Refers cases of violation that are
in dispute to the Department’s Hearing Officer;
Testifies as an expert at hearings
when needed;
May represent the department to
various organizations throughout Suffolk County.

KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive
knowledge of the applicable local laws, statutes, decisions and rulings
pertaining to labor and consumer laws, deceptive trade practices and licensing;
comprehensive knowledge of the principles and methods involved in investigative
field work; ability to ascertain facts through inspection, interview and
observation; ability to interpret contracts and consumer law; ability to
conduct research; the ability to prepare clear, accurate and comprehensive
reports; ability to establish and maintain effective working relationships with
co-workers and the general public; ability to express oneself clearly and
concisely, both orally and in writing; physical condition commensurate with the
demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a college with
federally-authorized accreditation or registration by NY State with a
Bachelor's Degree, and 8 years of administrative experience in a public agency that
includes responsibility for monitoring and ensuring business sector compliance
with federal, state, and local laws and regulations, at least four (4) years of
which must have been in a supervisory capacity.
PROMOTIONAL
Two (2) years of permanent
competitive status as a Consumer Affairs Specialist III.
NECESSARY SPECIAL
REQUIREMENT
At the time of appointment and during employment in this
title, employees will be required to possess a valid license to operate a motor
vehicle in New York State.
