DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for supervising and coordinating the implementation of effective energy programs in a municipality. The incumbent oversees the evaluation of energy consumption and recommends policies and plans to produce efficient energy use.  Supervision may be exercised over staff. Work is reviewed by an administrative supervisor through conferences and review of reports. Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Directs efforts of a municipality to utilize energy more efficiently and economically;

            Monitors all aspects of local energy programs;

            Advises supervisor on energy related issues including alternative energy sources;

            May monitor and analyze the programs and administration of Long Island utility companies;

      Identifies, secures and implements federal, state, and non-governmental grants for energy programs;

            Coordinates programs with other county, municipal, state and federal agencies;

            Supervises the formulation of the annual budget of the energy conservation program;

      Coordinates the preparation of reports on energy policies, procedures and programs;

      Performs analyses of existing systems to determine compliance with current and future energy policies and prepares reports;

      Interfaces with vendors and evaluates new products to be used in facilities;

      May supervise and coordinate staff as directed by an administrative supervisor.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of current energy conservation programs and policies; thorough knowledge of traditional and alternative sources of energy; thorough knowledge of recent developments in energy conservation; good knowledge of available grant sources; ability to organize and implement large-scale public service programs and awareness campaigns; ability to analyze data and evaluate alternatives; ability to prepare clear, accurate and comprehensive reports; ability to express oneself clearly and concisely, both orally and in writing; ability to develop and manage a budget; ability to exercise supervision in a manner conducive to full performance and high morale; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            (a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor’s Degree, and four (4) years of experience in the evaluation, administration, or supervision of an energy effectiveness program, including experience working in or providing services to a public agency.

            (b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and eight (8) years of experience in the evaluation, administration, or supervision of an energy effectiveness program, including experience working in or providing services to a public agency.  

      (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).

 

            PROMOTIONAL

            Two (2) years of permanent competitive status as an Energy Coordinator.
