DISTINGUISHING
FEATURES OF THE CLASS
Under general supervision, an employee in this class performs field inspection work involving responsibility for testing weighing and/or measuring equipment in the County to determine its accuracy in compliance with prescribed standards. The inspections are intended to prevent fraud and deception on the part of owners of the equipment as well as to discover faulty mechanisms where no violations are intended. Inspections are made as part of an organized program or as a result of complaints. An employee in this class is a peace officer as designated under Section 2.10 of Criminal Procedure Law. Work is supervised by administrative supervisors and by State Inspectors by means of daily instructions, weekly activity reports and re-inspections of weighing and measuring devices. Does related work as required.
TYPICAL WORK
ACTIVITIES
Weighs standard-weight units on scales
to verify scale accuracy; seals or condemns weighing and measuring devices;
Uses measuring tape to test accuracy
of lineal measuring equipment; tests liquid measuring devices such as meters
and gauges for compliance with standard measures;
Examines containers and wrappings
for accuracy with respect to marked weight and for illegal markings or
deceptive appearance;
Investigates complaints of short
weight or measure, seals and condemns defective devices and initiates
corrective action as required;
Testifies in court concerning
violations of the law.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of
the laws, standards and regulations pertaining to weighing and measuring of
commodities offered for public sale; good knowledge of the methods, procedures
and equipment used in testing common weighing and measuring devices; ability to
use testing equipment and to detect inaccuracies in weighing and measuring
devices; ability to understand and carry out oral and written instructions;
ability to establish and maintain effective working relationships with the
public; ability to keep records and reports of inspections made; ability to
enforce codes and regulations firmly, tactfully and impartially; physical
condition commensurate with the demands of the position.
OPEN COMPETITIVE
Graduation from a standard senior
high school or possession of a high school equivalency diploma, and either:
a) Two (2) years of experience in
the maintenance or inspection of measuring and/or weighing devices; or,
b) Two (2) years of experience in
the utilization of such devices to make technical decisions regarding
mechanical repairs or adjustments; or,
c) Two (2) years of field
investigation experience requiring the evaluation of information and/or
evidence to determine and make recommendations in regard to legal compliance.
NOTE: Additional education beyond high school in
the physical sciences, engineering sciences, electronics sciences, mechanical
technology and/or mathematics from a college with federally-authorized
accreditation or registration by NY State will be substituted for experience on
a year-for-year basis.
NECESSARY SPECIAL
REQUIREMENT
1-At the time of
appointment and during employment in this tile, employees will be required to
possess a valid license to operate a motor vehicle in New York State.
2-Candidates must be certified by
or be able to obtain certification by the Municipal Police Training Council as
a peace officer.
